Description

NA Contractor will be required to provide all labor, equipment, supplies, materials and supervision necessary to Construct a new Maneuver Area Training Equipment Site (MATES) for the California Army National Guard located at Fort Irwin, near Barstow, CA (San Bernardino County). The new MATES is located on 250 acres and will be a phased project. The complete project will consist of approximately 266,000 square foot facility with Training Site facilities and supporting infrastructure. The MATES is a track veh icle maintenance shop that will have 40 Organizational Maintenance work bays, 13 Direct Support work bays, Wash bay, Paint Shop, Welding and Body shop, engine run-up bay, tire inspection and recap bay, a vehicle issue yard and various other shops and relat ed functional areas. Supporting Facilities will include a 9,000 SF Weapons cleaning area, 40,000 SF of unit maintenance shade covers, issue, mess shelters, classroom and conference area, controlled waste handling facilities, military vehicle parking, POV parking, security fencing and lighting, vehicle wash system, loading ramp, flammable materials storage building, and controlled waste handling facility. The project is currently scheduled to be completed in two phases but may be increased to three phases ; funding is currently available for Phase I only. The resultant contract will include an option provision allowing the Government to exercise the option of Phase II with the Phase I contractor (and Phase III if deemed necessary). Phase I work will inclu de site work and two new buildings (which total approximately 54,459.00 SF). The buildings consist of primarily single level but some consist of two levels. Site development for Phase I includes basic grading, drainage and utility infrastructure for both Phase I and II. Also included in Phase I are roads and rigid paving, POV parking, security fencing, lighting, landscaping and irrigation. The new buildings will be built primarily of masonry and steel construction, concrete floors with energy efficient mechanical and electrical equipment. Exterior enclosure elements are primarily CMU, metal wall and roof panels and architectural signature walls. This solicitation is unrestricted. Resultant contract will be firm-fixed price. The estimated construction cost is between $10,000,000.00 and $25,000,000.00. The applicable NAICS Code 233320 and the annual size standard $27.5 Mil. Prime contractor must perform 20% of the work with his own forces. Completion time is Fourteen (14) Months. Cost will be approximately $500.00 per set. A job walk will be conducted approximately ten (10) days after issuance of the solicitation. Bid opening will be On/about 13 August 2002. Contractor will be required to submit a narrative of experience of specified personnel who will be performing on the contract.
