- NA Description: NA-13-Trinitrotoluene (TNT) NSN: 1376-00-628-3333 The Operations Support Command, Rock Island Arsenal, plans on issuing a solicitation for the purchase of TNT, Type I Flake (Virgin) NSN: 1376-00-628-3333 manufactured in accordance with MILSPEC MIL-DTL-248D on or about 30 May 2002. Alternative proposals r elated to Reclaimed TNT and/or Tritonal and proposals related to Flexible Energetics Manufacturing facility development will not be considered in response to this solicitation. Utilizing reclaimed TNT as a source of supply, as well as the development and operation of a flexible Energetics Manufacturing facility will both be considered at a later time. It is planned that the contract resulting from solicitation DAAA09-02-R-0069 will be a Requirements type contract IAW FAR 16.503 for two years (FY02 & FY03) with two one-year evaluated options. First article testing will be required of the successful offe ror. Proposals are to be written in English and priced in U.S. dollars and quantities should be reflected in pounds. Consistent with the Requirements type contract, quantity requirements are variable. Contractor production obligation will be limited to five million pounds per production year. Additional production capacity above this level is desired but not required. Please state maximum available capacity. The Government will evaluate the offerors by determining which present the ?Best Value? to the Government. Best Value is determined by an integrated assessment of the evaluation factors. The anticipated factors are: 1. Technical/Management ability 2. Price 3. Past Performance 4. Small Business Utilization 1) Technical/Management Ability will be significantly weighted with emphasis on consistently meeting the requirements of MILSPEC MIL-DTL-248D and the ability to adhere to, accelerate, and satisfy the delivery schedule. Detailed process descriptions, to in clude raw materials processing and transport and handling of waste products, is desired. 2) Price evaluation: The offerors will be encouraged to provide range pricing which takes into account any effects of economies of scale or other customary pricing practices. Offerors may propose different prices for their respective quantities, as long a s they cover the entire requirements range. Price evaluation will consider the offeror?s proposed prices per pound with respect to the offeror?s proposed matrix ranges. Prices are to be quoted in U.S. dollars per pound and free of taxes, tariffs, and F.O. B. Origin. 3) Past performance information received from offerors will be considered as well as information obtained from any other sources. Offerors will be required to submit relevant past performance, include specific contractual information, include customer con tact information, quantities supplied, and current status of the relationship for the previous three years. Certification from industry or auditors will be considered. 4) Small Business Utilization: The Government will evaluate each offerors? proposed utilization of Small Business (SB), Small Disadvantaged Business (SDB), Women-Owned Small Business (WOSB), Historically Black Colleges or Universities and Minority Institut ions (HBCU/MI), and Historically Underutilized Business Zone Small Business (HUBZone). The Government?s assessment will be accomplished through evaluation of the following: (a) Proposed Small Business Utilization. The Government will evaluate the extent to which offerors identify and commit to utilizing SB, SDB, WOSB, HBCU/MI, and HUBZone Small Businesses in the performance of the contract. Such utilization may be as the co ntractor or a subcontractor, or as a member of a joint venture or teaming arrangement. (b) Past Small Business Utilization. The Government will evaluate and assess the risk of the offeror actually achieving the small business participation proposed. This evaluation will include an assessment of the offeror's performance over the past three calendar years in complying with FAR 52.219-8, ?Utilization of Small Business Concerns?. This includes a comparison of the offeror's past performance with their approved subcontracting goals, and evaluation of the internal m ethods used to monitor and to promote small business utilization. Proposals will be rated only on their content except for Past Performance as previously noted. Assumptions, preconceived ideas, and personal knowledge or opinion not supported by material provided in the proposal, or from any other source for past perform ance, shall not be considered as a basis for evaluation. The Government intends to evaluate proposals and make award without discussion, but will conduct discussions if necessary. If award is made without conducting discussions, offerors may be given an opportunity to clarify certain aspects of their proposals. All information is to be submitted at no cost or obligation to the Government and will be held strictly confidential. The Government does not intend to award a contract on the basis of this announcement.
