Description
NA The Government intends on negotiating solely with Wilcox Industries (Portsmouth, NH) for the acquisition of sample extractor/injector (E/I) tools pursuant to FAR 6.302-1 ?Only one responsible Source and no other supplies of services will satisfy agency req uirements.? Wilcox Industries is the only known contractor to provide an integrated extraction and injection tool. The objective of this acquisition is to provide an E/I tool that will allow us to quickly take samples from typical vessels associated with the production of hazardous biological materials, and/or inject various compounds into the same vessels while maintaining complete containment of the hazardous materials. The Extractor/Injector Tool System shall consist of various sizes of darts for vess el penetration, a low-velocity pneumatic/charged actuator tool (rail gun) for insertion of darts, an extraction/injection adapter body, and sample containers. The contractor shall deliver 16 low velocity rail guns, 16 high pressure scout interface hoses, 80 penetration darts (thin wall), 80 penetration out sleeve (double wall), 80 penetration darts, 160 liquid extraction kids, 160 extraction kits (angular adapter), and 48 bio-disabling agent kits by 6/1/2003. The E/I tools shall 1) be self-sealing and acc omplishing all tasks without hazardous release of biological materials and be able to penetrate 1/8 to ? inch stainless steel walls, including double walls with steam jacket, 2) function under pressure, vacuum and temperatures that are typical for vessels associated with biological production and storage processes, 3) be easily assembled, and 3) weigh less than 5 pounds. The Government anticipates an award date of 8/1/02.
