Description
The Naval Air Systems Command, Headquarters Division, Patuxent River Maryland intends to procure an Indefinite Delivery Indefinite Quantity (IDIQ) Time & Materials (T&M) contract as a sole source with McDonnell Douglas/Boeing for Engineering, Logistics, and Program Management Services associated with the existing development contract for the Advanced Mission Computer and Displays (AMC&D) for the F/A-18 and AV-8B. This acquisition is being pursued on a sole source basis under the statutory authority 10 U.S.C. 2304 (c)(1) as implemented by Federal Acquisition Regulation (FAR) 6.302-1, "Only One responsible source and no other supplies or services will satisy agency requirements." Boeing is the sole developer and integrator of the AMC&D; no other supplier has the knowledge, capability, or technical expertise to perform the tasks associated with this IDIQ procurement. Scope of work encompasses the continued analysis, design, development, integration and test of the AMC&D system developed under the existing sole source contract (N00019-00-C-0307) with McDonnell Douglas/Boeing. The IDIQ contract will support requirements that fall under the general scope of AMC&D development but are not covered under the contract CLINs for Engineering Manufacture and Development (EMD) or Low Rate Initial Production (LRIP). It is anticipated that a one year plus two option years contract with T&M task orders will result from this procurement. A maximum level of effort is estimated at 365,500 hours. Award of the proposed contract is anticipated to be made on or before February 2003. This is an announcement only regarding a sole source acquisition; there is no solicitation available. While this notice of intent is not a request for competitive proposals, interested parties may identify their interest and technical capability to respond to this requirement and may submit information which will be considered by the Naval Air Systems Command.
