Description
The Bureau of Alcohol Tobbacco and Firearms, Career Development Division, Washington, D.C. is issuing this synopsis for services: This requirement is 100% small business set-aside, however if a small business cannot provide the items listed then a large business will be considered. Responses will be accepted only from qualified small businesses under the North American Industry Classification System (NAICS code514210, the applicable small business size standard is $18. The bureau of alcohol tobacco and firearms has a requirement for the following services: Organizations competing for this contract must be nationally recognized and accredited as a leader in the area of conducting audits and evaluations of the processes, procedures, and test questions used in government programs. Standards employed by the organization must be modeled after the revised Joint Technical Standards for Educational and Psychological Tests developed by the American Educational Research Association, the American Psychological Association, and the National Council on Measurement in Education which are three nationally respected organizations devoted to education and measurement. Studies must be completed by professionals who are experienced in the design, development and implementation of program and findings must support ATF's efforts to have programs nationally validated, licensed, or certified. Competencies must include experience in the evaluation of courses which meets legally defensible criteria. Organization must offer a workshop for up to 20 ATF Program/Training Managers in the area of test question development protocol measuring it against educational standards of quality and fairness. Process involves 1) Review a representative sample (500) of ATF's current item bank of 2400 items and make recommendations as to construct as necessary. 2) Conduct a two day item writing workshop focusing on providing training managers the skills necessary to write good test questions. Participants will actually prepare questions based on course content and curriculum for later processing, review, and development in a follow-on process. 3) Conduct a process audit of test development in support of examinations given in the agent and inspector New Professional Training Program (NPT) against the educational standards of quality and fairness with appropriate feedback to ATF and recommendations for improvements if applicable.. Services are for a period of one year after date of award. This award will be made utilizing the Simplified Acquisitions procedures under FAR subpart 13.5. Offer shall include descriptive literature containing sufficient literature to the extent necessary to allow the government to determine the technical acceptability of specifications. Award will be based on meeting the technical specifications listed above on a all or none basis and the best value to the government. The government may elect to pay a cost premium to select and offer whose ratings on non-cost evaluation factors e.g. technical quality and past performance are superior. A ?premium? is defined as the cost difference between the lower evaluated cost of a technically acceptable offer and a higher price offer deemed to be superior form a technical quality and or past performance standpoint.
