Description
The Bureau of Indian Affairs, Western Regional Office, is soliciting for consruction services to provide all necessary labor, equipment, tools, parts and materials, supervision, transportation, etc., to repair and rehabilitate, and thereafter, maintain operation and maintenance of ninety-eight (98) deep well irrigaiton pumps, which serve the water delivery infrastructure of San Carlos Irrigation Project (SCIP) O&M Yard, located at 13805 N. Arizona Boulevard, Coolidge, Pinal County, Arizona. A location map is available. the duration of the contract will be for a period of one year with two, one-year options. The prospective Contractor(s) shall be located within a 50-mile radius of SCIP's O&M Yard. Contractor shall respond to repair calls within three (3) working days after notification by SCIP. The 98 wells are of various ages, ranging from 21 to 70 years, and of varying depths from 100 to 1900 feet, casing sizes ranging from 12" to 20", and all are operated by electronic motors of various horsepower. The work under this indefinite delivery contract includes the following: The Contractor shall be responsible for all phases of repair including removing and replacing motors, disconnecting discharge pipe, removing and replacing column pipe/tube and shaft, bowls, filter screens, before and after well videos, brushing/bailing or sonar jetting if needed, and swedge patching. The Contractor shall be responsible for all phases of rehabilitation including deepening, installing casing or liners, removing liners, perforating casing or liners, and gravel packing. Contractor may be responsible for emergency trouble-shooting and repair of well starter panels. The Contractor shall supply all new equipment, materials and parts, and personnel to complete repairs in a timely and safe manner. All repair shall have prior approval by the Contracting Officer's Representative before installing pump equipment. Prior to ordering new materials, the Contractor shall locate materials first from SCIP supplies/stock. The Contractor shall leave the the well site in a safe, clean condition prior to leaving the site. The Contractor is also required to provide all necessary insurance, bonds, licenses, evidence of at least five (5) years experience in the repair and installation of lineshaft turbine pumps with settings ranging from 100 to 1900 feet, with drivers ranging from 50 to 150 horsepower, and three (3) letters of reference. This is a negotiated procurement accomplished by the Source Selection method, which will result in an award of a firm fixed-price contract to the firm offering the greatest value to the Government. TECHNICAL ABILITY IS MORE IMPORTANT THAN PRICE. Award of this contract is contingent upon successful negotiations of a reasonable price; however, award may be made without discussions. The Government may also consider the offeror's performance on contracts not submitted by the offeror that the Government is aware of or becomes aware of. The following technical factors will be evaluated by the responses and are listed in descending order of importance: (1) Technical Capabilities; (2) Qualifications of Key Personnel; (3) Evidence of Similar Work Performed; and (4) Price.
