Description

NA The Operations Support Command (OSC) is conducting a market survey of industry to identify US/Canadian firms that are willing to establish a domestic Trinitrotoluene (TNT) production source. It is anticipated that offerors will be required to establish a v irgin TNT (Type I Flake, NSN: 1376-00-628-3333) production facility within the Continental United States or Canada capable of manufacturing military grade TNT IAW MIL-DTL-248D within 36 months of contract award or sooner. A production facility capable of m anufacturing other energetic materials in addition to TNT is desirable. Private contractor facilities will be considered as will use of existing Government real estate such as an Army Ammunition Plant. Conversion or modification of an existing Government production facility will also be considered. In addition, Government-Ow ned production equipment may be made available as Government Furnished Equipment (GFE). It is anticipated that the successful offeror will be awarded a 5 year, Multi year, Best Value, Firm-Fixed Price, Indefinite Delivery type contract. Supply quantities range from 5 to 15 million pounds per year. Prior to successfully establishing a domestic production facility and subsequent First Article Testing, TNT may come from alternative sources such as reclamation efforts (preferred) and/or OCONUS production sites. Reclaimed TNT (NSN: 1376-00-479-1067) will be from U.S. Government Furnished Material (GFM) only. Any alternative supply will be held to MILSPEC MIL-DTL-248D and subject to full disclosure of location and inspection. Respondents to this market survey must be able to demonstrate their expert ability in addressing these requirements. Additional information: This market survey is for planning purposes only and shall not be construed as a request for proposal or as an obligation on the part of the Government. The Government does not intend to award a contract on the basis of this market survey or otherwise pay for information received at this time. The Government will utilize the information provided for planning purposes only. All information submitted will be held in a strict confidential status.
