Description
The Forest Service intends to issue a Request for Proposals to place a chip seal overlay on existing chip seal surface; realignment of existing subgrade; and placement of 4 inches of crushed aggregate base and a double chip seal at a campground. Surfacing includes 0.30 miles of a single chip seal over an existing chip seal surface and 1.00 mile (plus parking pads) of crushed aggregate base, prime coat and a double chip seal. This work includes, but is not limited to 1.04 miles of establishing ?L? centerline, construction staking widening and controlling subgrade and finished grade, clearing, 1753 CY of excavation, placement of 3000 tons of crushed aggregate base with 16 tons of MC-70 prime coat, placement of single and double chip seal surfaces with a total of 35 tons of asphalt emulsion and 400 tons of chips; installation of 6-inch x 72-foot C.M.P. waterline sleeves; placement of 22 tons of class 3 rock riprap; installation of two standard closure gates and seeding and mulching. The project is located at the Letts Lake Campground on the Grindstone Ranger District of the Mendocino National Forest. To reach this area from Willows, CA at the junction of Interstate-5 and State Highway 162 proceed west on State Highway 162 approximately 20 miles to the junction of County Road 306; then south on Co. Rd. 306 approximately 18 miles to junction with County Road 43A (M10, M.P.0.00) at the Stonyford Work Center; then west on County Road 43A/M10, 14 miles to the junction with 17N02. Turn left on 17N02 and proceed 3.15 miles to the entrance to the Letts Lake Campground. Work is expected to begin approximately August 1, with a contract time of 60 calendar days. No pre-proposal tour is scheduled. Price range is between $100,000 to $250,000. The project is unrestricted and the NAICS code is 234110. A 20% bid bond will be required with offer. Performance and payment bonds of 100% each will be required of the successful offeror. The Government will award the contract to the offeror whose proposal represents the best value to the Government based on the merits of the proposal for: technical approach, past performance, experience of project personnel, capacity to perform and price. Solicitation documents will be available at this FedBizOpps website (http://www.fedbizopps.gov) on approximately July 3. The closing date for receipt of proposals is approximately close of business of August 2, 2002.
