Description
The National Institute of Standards and Technology (NIST) intends to negotiate on a sole source basis with Dr. Jeffrey A. Clark, Blacksburg, Virginia, for technical assistance services associated with a project entitled, "FTIR Time-Domain Imaging". The Contractor shall provide technical services and research capabilities to perform FTIR time-resolved imaging investigations of biomolecular and material structural or chemical changes in condensed-phase systems. Project areas include: 1) building and testing of femtosecond/nanosecond pump - FTIR step-scan imaging probe experimental apparatus, 2) investigating novel model biological systems and/or carrier spatial-dependence dynamics by using the pulsed FTIR imaging spectrometer, 3) when complete, write appropriate journal articles describing the results, and 4) submit monthly progress reports. The period of performance for this project is one year from date of award. Work shall be performed at the NIST, Gaithersburg, Maryland site. This is a sole source with Dr. Clark because he is the only known source at this time with the advanced training and background capable of providing the required expertise.. This procurement must be made to a source that demonstrates a complete up-to-date understanding of FTIR hardware, vibrational spectroscopy, mid-infrared detection, software/hardware development and its implementation for infrared spectroscopic time-resolved data acquisition and imaging, and the ability to model experimentally obtained spectral data and images. Dr. Clark meets this criteria. His publication record has dealt exclusively with these abilities and related scientific issues. Interested persons may identify their capability to respond to this requirement. This notice of intent is not a request for competitive quotations. However, the Government shall consider all responses received by the date identified above. Written responses to this synopsis shall contain sufficient documentation to establish a bonafide capability to fulfill the requirement. A solicitation document is not available. An award shall be made using Simplified Acquisition Procedures approximately June 26, 2002. See Note 26.
