- This is a combined synopsis/solicitation for commercial items or services prepared in accordance with the format in FAR Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation and a written solicitation will not be issued. This solicitation is issued as a Request for Quote (RFQ) No. F63346. This solicitation clauses and provisions are those in effect through Federal Acquisition Circular 97-27. The Standard Industrial Classification (SIC) Code for this acquisition is 8331 and the North American Classification System (NAICS) Code is 541612. The Food and Drug Administration is issuing a Request for Quote on a sole source basis for Growth Dynamics, Inc. for the following service: Continue Services to Develop Organization Resources within a Changing Environment and to Maintain Organizational Effectiveness, While Raising Productivity and Improving Employee Morale. With an impending relocation to the Maryland suburbs, it is important to have services from individuals that know the CFSAN organization, its functions and priorities, as well as a number of its employees. Scope of work is to include: (1) Independently, and not as an agent of the Government, the contractor shall furnish the necessary personnel, materials, services, and otherwise do all things necessary for, or incident to, the performance of the work as described below. (2) The contractor shall work closely with the Director, Center for Food Safety and Applied Nutrition (CFSAN) and the Leadership Team. (3) The contractor shall continue to conduct organizational assessments to identify issues and needs and to recommend changes which would improve work processes that are within the established priorities. (4) The contractor shall conduct individual consultations and joint sessions with the leadership/management to ensure a continued smooth transition in aligning the organization. (5) The contractor shall train managers and supervisors to embrace, as well as to lead and to coach those working with them while facilitating changes within the organization. (6) The contractor shall work with an train employees at all levels in interpersonal communications, continuous quality improvement, reorganizing, empowerment to improve work procedures, and self-directed work groups/teams. (7) The contractor shall consult with and train the organization on improving the work environment. (8) The contractor shall, as warranted, work with designated employees through the transition period of relocating to a new facility. Reporting Requirements and Deliverables: (1) Written monthly progress reports which clearly indicate all activities and time spent on each, accomplishments to date, and problems encountered with actions taken to rectify them or proposed solutions for solving them. (2) Final Report shall be compilation of activities under the contract, any pertinent data collected throughout the project, and necessary backup material. The period of performance will be from date of award through one year. The following FAR Clauses shall apply to this solicitation 52.212-1 Instructions to Offerors-Commercial; 52.213-4 Contract Terms and Conditions-Commercial Items; and 52.232-33 Electronic Funds Transfers. All responsible sources that can provide and meet the above requirements shall submit written quotations by the due date referenced above. The award is being issued on a sole source basis because Growth Dynamics, Inc. has worked with CFSAN in various capacities since August 1998, and it would not be cost or time effective to start this service with a new contractor.
