Description
The Federal Bureau of Prisons is seeking proposals from qualified business concerns for the management and operation of the National Institute of Corrections Library and Information Center located in Longmont Colorado. This requirement will be solicited with provisions for a base contract period (services commencing: October 1, 2002) and four one-year options. This requirement will be solicited as a 100% small business set-aside. The Government anticipates a single award of a Firm-Fixed Price Contract based on firm-fixed monthly or hourly rates, as specified by the Contract Line Item Number in the Pricing Schedule, as proposed by offeror. Pursuant to the details defined in the solicitation, these services will include, but will not be limited to Library Services, Web Site Hosting, Design and Maintenance, Information Center Services, Scheduled Reports and Publications, Scheduled Meetings (estimated 400 hours per contract period), Research and Analysis (estimated 1000 per contract period) and New Acquisition Purchases on an "as needed" basis(to be billed separtely as the acquisitions occur)not to exceed the Government estimated dollar amount stated in the Pricing Schedule per contract period. The Government intends to make award to the offeror whose proposal in response to the solicitation, demonstrates the "best value" to the Federal Bureau of Prisons/National Institute of Correction as defined by the Evaluation Criteria contained in the Solicitation. Proposals will be evaluated inclusive of options. Proposals will be evaluated for Technical merit, Past Performance and Cost, with Past Performance and Technical merit carrying paramount weight in the award determination.
