Description
UNICOR, Federal Prison Industries is soliciting proposals on a full and open competitive Request for Proposal basis. The contract award resulting from this solicitation will be a firm fixed price, requirement type of contract for delivery of various types of moldings and edgebands. The solicitation number assigned for this procurement is FN1104-02/6200001646. A written copy of this solicitation may be downloaded from the UNICOR website at www.unicor.gov/procurement/, on July 2,2002. Moldings and/or Edgebands are to be delivered F.O.B. destinations to 1) FCC Coleman, 846 NE 54th Terrace, Coleman, FL 33521, 2) FCI Forrest City, 779 SFC 805, Forrest City, AR 72335, 3) FCI McKean, Route 59 Big Shanty Rd., Lewis Run, PA 16738, 4) FCI Lompoc, 3600 Guard Road, Lompoc, CA 93436, 5) FCI Texarkana, Prison Road, Texarkana, TX 75505, 6) FCI Morgantown, WV 26507, 7) FCI Ashland, Route 716, Ashland, KY 41102 and 8) FCI Allenwood, P. O Box 2000, Montgomery, PA 17752. Offerors are advised that the Government intends to evaluate proposals on a multiple awards basis from manufactures or distributors. The period of performance is date of award through five years. Delivery acceptance is 21 calendar days after receipt of each delivery order. An economic price adjustment provision will be included in this solicitation under Section H. Proposal samples and descriptive literature is required for this procurement. See Information to Offerors under Section A, of the solicitation. The initial proposal should contain the offerors best terms from past performance, specification, cost or price and other factors specified in this solicitation. The time for receipt of initial proposals is 2:00 P.M. (Eastern Standard Time), on August 2, 2002. Vendors may submit a signed and dated proposal by Federal Express, facsimile, hand carried or mail the proposal to UNICOR, Federal Prison Industries, Inc., Office Furniture Group, 400 1st Street, NW, Washington, D.C. 20534, 7th Floor, Attn.: Bid Custodian. All proposals must reference the solicitation number and due date for receipt of proposals. In addition to this, each proposal must contain the name, address, telephone number of offeror, technical description and/or descriptive literature must be sent with the proposal of items offered, and the remittance address (if different from the current mailing address). Offeror must hold unit prices firm in its offer for 90 calendar days from date specified for receipt of offers. If an offer is not submitted on an SF33 or SF1449 offerors are to submit on a company letterhead with a statement specifying the extent of agreement with all terms, conditions and provisions included in the solicitation. After receipt of initial proposals, the Contracting Officer has opted to conduct a competitive, anonymous, on-line reverse auction (?auction?). Further details will be provided in an attachment to the solicitation. The Contracting Entity has contracted with FreeMarkets, Inc. (?FreeMarkets?) for FreeMarkets to conduct the auction for this solicitation. FreeMarkets refers to such an auction as a Competitive Bidding Event (?CBE?). For the sake of consistency and to avoid confusion, this solicitation will similarly refer to such an auction as a CBE. However, use of this phrase shall not be construed to imply that this solicitation is being conducted under the procedures set forth at FAR Part 14. Rather, this solicitation is being conducted under the procedures set forth at FAR Part 15. During the CBE, Offerors will provide pricing through the submission of electronic offers via software that will be provided by FreeMarkets. The primary pricing competition for this solicitation will be through the online reverse auction. FreeMarkets will explain this process in detail and train each qualified Offeror prior to the CBE. Offerors will have the ability to submit revised pricing during the CBE in response to prices submitted by other Offerors. The identity of Offerors will not be revealed to each other during the CBE. The final such revision during the CBE will be considered the Offeror?s final price proposal. The Contracting Officer reserves the right to conduct verbal or written discussions with respect to factors other than price with the Offerors at anytime prior to award. All offers that fail to furnish required representations and certifications or information and/or reject terms and conditions of the solicitation may be excluded from consideration. The Standard Industrial Classification Code is 2821 and small business size standard is 500. The NACICS Code is 325211. The types of molding under this procurement are flat, virgin low density polyethylene, polyvinyl chloride and flexible edgeband. Specific line item number, description, estimated quantity and unit of issue of the items being solicited will be located under Sections B of the solicitation. Sections B & C of the solicitations contains the specifications. One (1), five (5) linear feet section of molding will be required for each color of molding prior to award. Sample sections provided shall be mailed to Jack Cantrell, Quality Assurance Representative at UNICOR, Product Support Center, 9595 West Quincy Avenue, Littleton, CO 80123. The verification that samples have been sent shall be sent to Darlene Robinson. Offeror must provide the following item description: Item bidding on, manufacture name, brand name and model number and color. Product samples will be evaluated on the basis of 1) Uniformity, 2) Color, 3)Texture, 4)Adhesiveness, and 5)Compatibility with present line of furniture. Delivery Hours: 8:00 A.M. - 2:30 P.M., Monday thru Friday notwithstanding emergencies and Federal Holidays. 52.211-16 Variation in Quantity: + 10% increase and - 10% decreases apply to each delivery order. A written notice of award or acceptance of an offer mailed or acceptance otherwise furnished to the successful offeror within time for acceptance specified in the solicitation, shall result in a binding contract without further action by either party. Before an offer expiration time the Government may accept an offer or part of an offer after its receipt unless a written notice of withdrawal is received before an award.
