Description

Provide all labor, equipment, tools, transportation and materials to replace approximately 7,200 linear feet of railroad trackage and three (3) turnouts. Track replacement will be required on Shaw Air Force Base as well as off-base. The work will include three (3) off-base grade crossings. Some of the off-base work will be within the rights-of-way of South Carolina Department of Transportation roads. Specific work elements include the removal and replacement of railroad trackage, cross ties, other track materials, installation of new signals, asphalt concrete paving, miscellaneous drainage improvements, and associated work The project magnitude is estimated between $500,000.00 and $1,000,000.00. The North American Industry Classification System (NAICS) code for this procurement is 234990. The Small Business Size Standard is $28.5 Million. The successful contractor will be selected using Performance Price Tradeoff (PPT) procedures, resulting in the Best Value to the Government. Past/Present Performance is significantly more important than price. This solicitation will be posted on the following World-Wide-Web internet address: http://www.eps.gov. This procurement is UNRESTRICTED. The apparent successful offeror must be registered in the Department of Defense Central Contractor Registration (CCR) database. No contract award will be made to an offeror until this requirement is met. Offerors not already registered in the CCR database are highly encouraged to do so by calling: 1-888-227-2423, or via the following World-Wide-Web Internet address: http://ccr.gov. The Request for Proposal issue date will be on or about 02 Jul 02. A pre-proposal/site visit will be on or about 11 Jul 02. The actual site visit date and time, and proposal due date will be referenced in the solicitation. The solicitation and specification will be in a Microsoft format (*.dwf). WHIP software from AutoDesk.com is required for viewing and printing of drawings.
