- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6 and 13.106, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This solicitation document and incorporated provisions & clauses are those in effect through Federal Acquisition Circular 97-27. This procurement is restricted to small businesses. The SIC Code is 5231 and the NIACS code is 235920. Desired delivery date is on/about 15 April 2002; FOB destination. DESCRIPTION: There will be two options: OPTION #1: Repair all nonfunctional parts of all windows in the specified buildings so that the windows will function properly in accordance with the attached Statement of Work (SOW). OPTION #2: Replace existing windows with new windows. There are two buildings, BLDG 6135 and BLDG 7407. We request that quote be broken down into the two line items, BLDG 6135 and BLDG 7407 with a price for each option per BLDG. This means two different prices per BLDG. The Government reserves the right to award any or all line items depending upon availability of funds. The following clauses apply to this acquisition: FAR 52.212-1 Instruction to Offerors-Commercial items; provisions at FAR 52.212-2, Evaluation-Commercial Items, applies to this acquisition. This award will be made on the basis of lowest cost, technically acceptable. FAR 52.212-3 Offeror Representations and Certifications ? Commercial Items; FAR 52.212-4 Contract Terms and Conditions-Commercial Items; FAR 52.212-5 Contract Terms and Conditions Required To Implement Statutes Or Executive Orders ? Commercial Items. In addition, the following clauses shall also be applicable to this solicitation: DFAR 252.204-7004 Required Central Contractor Registration March 2000, DFAR 252.225-7000 Buy American Act and Balance of Payment Program March 1998, DFAR 252.246-7000 Material Inspection and Receiving Report, AFFAR 5352.242-9000 Contractor Access to Air Force Installation May 1996, FAR 52.232-33 Payment by Electronic Funds Transfer-Central Contractor Registration. DFAR 252.212-7001, Contract Terms and Conditions required to Implement Statues or Executive Orders applicable to Defense Acquisition of Commercial Items. A Site Visit will be held at 0930 a.m. on 8 JULY 2002. Offerors are instructed to meet at 7 CONS, 381 Third Street, Dyess AFB, TX 79607.
