Description
The attached Draft Request for Proposal (RFP) is provided for comments prior to release of the final RFP, which is tentatively scheduled for release on 29 July 2002. Please email questions and comments regarding the attached Draft RFP to contract specialist Sylvia Small at Sylvia.Small@brooks.af.mil no later than 2 July 2002. Sylvia can be reached by telephone at (210) 536-5773 if additional information is required. There are four Statements of Work (SOWs) attached to the draft RFP to be used for the issuance of Task Orders against the Basic Contract. Two of the SOWs will be selected to request cost proposals during the source selection process. The cost proposals will be evaluated for cost realism. The cost proposals will be negotiated after award of the basic contract. All four of the SOWs will eventually be used to issue Task Orders on the new contract. Cost proposals on the remaining two SOWs will be requested after award of the basic contract. There will also be a list of three to six competency questions to help determine technical capability and comprehension of the Statement of Objectives (SOO) attached to the final RFP. The questions shall be answered by each Offeror during their oral presentation. The following is a sample question: ?Describe methods for measuring laser beam divergence in a military laser range finder including equipment model numbers to accomplish the task. Assume that the beam divergence is known to be less than 0.5 mrad, but greater than 10 rad and that the laser operates at 10 Hz. The measurement will be conducted at the manufacturer site with equipment provided by the AFRL/HEDO measurement team and must therefore be easily transportable.? The list of Contract Data Requirements List (CDRL) with Data (DID) numbers are attached. The CDRLs will be attached when completed. The DID information can be found at the following web site: http://assist.daps.mil. The DD Form 254, the security requirements for the contract performance will be attached when completed. A Site Visit for each of the offerors being contemplated. If the you as an offerors determine such a visit would be beneficial, please notify Sylvia Small by E?mail at Sylvia.Small@brooks.af.mil. The Site Visit, if required, will be scheduled by the Contracting Officer after the final RFP has been released. Government Purchase Cards (GPC) may be used to fund the Task Orders issued against the basic contract. A separate GPC will be used for each Task Order. The procedure of using a GPC for funding will require the awardee of the contract to establish procedures with their financial institution for the acceptance of the GPC.
