- Description
- This is a solicitation notice. This procurement is unrestricted - open to large and small business concerns and is therefore subject to Federal Acquisition Regulation clause FAR 52.219-4, Notice of Price Evaluation Preference for Hubzone Small Business Concerns. The procurement will be a firm fixed price contract for Runway Repair at the Naval Air Station, Brunswick, ME. The work includes removal of existing threshold pavements and lights and provision of new runway threshold pavements and lighting. This procurement contains construction options which may be exercised by the Government in accordance with the schedule. The value of this procurement is between $1,000,000.00 and $5,000,000.00. There is also the possibility of additional work being added to this procurement as added options. The additional work is between $1,000,000.00 and $5,000,000.00. The North American Industry Classification System (NCAIS) code is 235990 and the standard is $12.0 million. Per the Debt Collections Improvement Act of 1996, the DFAR requires all contractors to be registered in the Department of Defense Central Contractor Registration (CCR) Database. Be advised, failure to register in the CCR makes an offeror ineligible for award of DOD contracts. There will be a pre-proposal conference/site visit. Information regarding this pre-proposal conference/site visit and access to the site will be specified in the solicitation. Best Value Source Selection Procedures will be utilized for this procurement. This solicitation as issued will be fully evaluated by the Source Selection Team on the stated technical evaluation factors as specified in the RFP. Proposals may be evaluated on the following factors: 1)Relevant Past Experience, 2)Technical Experience, Expertise, and Qualifications, 3)Safety, 4) Commitment to Small Business and 5)Price. The estimated date for issuance of RFP's is 12 July 2002. In accordance with FAR 5.102(a)(7), availability of the solicitation will be limited to the electronic medium. Hard copies will not be available. The address for downloading this solicitation is www.esol.navfac.navy.mil. You must first create an account. You may view the site without an account, but you will not be able to register for a solicitation unless you have an account. Once registered, when the Request for Proposals package becomes available, you will receive an email informing you when the RFP package becomes available. An official planholder's list will be maintained on-line and can be printed from the website. Notification of any changes to this solicitation (Amendments) shall be made on the internet. It is therefore the contractor's responsibility to check the internet site daily for any posted changes to the solicitation plans and specifications.
