Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; offers are being requested and a written solicitation will not be issued. Request for Quotation number 02Q130 is hereby issued for this requirement through Federal Acquisition Circular This RFQ is restricted to 100% small business. The NAICS code is 315228 and the small business size standard is 500. The U.S. Secret Service (USSS) has a requirement for: (80) Cruiser Style Jackets (Mfg: Blauer or Equivalent, Model 9010Z, Color: Black) - The jacket shall be 25" long, composed of rugged superTaslan nylon outer fabric, with waterproof-breathable Gore-Tex lining. The jacket must have a zip-out B.Warm insulated quilt fabric lining, 2-piece sleeves with sewn-down tabs and uniform buttons, 10" side zippers with snap-tab closures, flapped double-entry pockets, elasticized waistband, large inside zippered pocket, military style epaulets with uniform, badge tab. The sizes shall be (60) 48 Regular-male, (10) Medium-Female, and (10) Large-Female. (206) Raincoats (Mfg: Blauer or Equivalent, Model 233V, Color: Black) The item shall be waterproofed, fully cut and full length, well balanced set in two piece sleeve design, and clean finished elasticized hem. Two welt style cut through pockets, collar with stand and nylon mesh yoke lining in the back for ventilation. The coat shall close in front with snaps. The front facing shall be interlined. The cut through pockets shall be large enough to permit easy access to trouser pockets or revolver. The shell fabric shall be nylon, plain weave, type 66, treated with fluorocarbon water and stain release agents. The Denier warp should be 200, and Fill: 200. The overall weight shall be 4.5(min) to 5.0(max), and coating type shall be polyurethane, resist oil, discoloration and be color free. The interlining type should be 100% cotton osnaburg, color natural or white. The raincoat shall have a reinforced badge plate, 0.875 inches in width by 2.5 inches in height shall be placed on the left breast and contain two metal eyelets, vertically spaced 1.375 inches apart. The sizes shall be (100) Large, (60) XX-Large, (40) XXX-Large, and six (6) XXXX-Large. (200) V-Neck Sweaters (Mfg: Blauer or Equivalent, Model 210, Color-Black.) The item must be composed of non-pilling 70/30 PIL-TROL yarn of Monsanto S-63 low PIL acrylic fiber, and long-staple wool. The item shall be V-neck Commando style. The item shall have velcro epaulets, not buttons. The sizes shall be (100 Large), and (100 X-Large). The following FAR Provisions and Clauses are applicable to this RFQ unless otherwise noted: 52.212-1, Instructions to Offerors-Commercial Items; 52.212-2, Evaluation-Commercial Items; 52.212-2, Paragraph (a) the following: "award will be based on the technically acceptable offer";"The government intends to award a firm fixed price purchase order to the responsible offeror with acceptable past performance, whose quotation, conforming to the Solicitation as provided herein, is lowest in price. 52.212-4, Contract Terms and Conditions--Commercial Items; 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders--Commercial Items. The following Clauses cited in 52.212-5 are applicable: (11), (12), (13), (14), (15), (16), (24), (25). 52.222-21, Prohibition of Segregated Facilities; 52.222-26, Equal Opportunity; 52.222-35, Affirmative Action for Disabled Veterans and Veterans of the Vietnam Era; 52.222-36, Affirmative Action for Workers with Disabilities; 52.222-37, Employment Reports on Disabled Veterans and Veterans of the Vietnam Era; 52.225-1, Buy American Act-Balance of Payments Program--Supplies; 52.225-13, Restriction on Certain Foreign Purchases; and 52.232-33, Payment by Electronic Funds Transfer-Central Contractor Registration. These FAR Provisions and Clauses may be accessed via the world wide web at: www.arnet.gov/far/. Telephone requests for copies of FAR Provisions and Clauses will not be accepted. The contractor shall deliver the complete quantity, FOB Destination with all freight included in the delivered price. Delivery will be made to U.S. Secret Service, Supply and Equipment Section, Attn: Fred Wilfert, 245 Murray Drive, SW, Washington Navy yard, Washington, DC 20373. Delivery of these supplies no later than July 15, 2002. A signed copy of the Representations and Certifications shall be included with offeror's quote. Quotations must contain the following: 1) Unit Cost/Pricing; and 2) Completed and signed copy of FAR 52.212-3, Offeror Representations and Certifications. All responsible offerors may fax quotations to (202) 406-6801, ATTN: Donita Hood, to be received no later than June 27, 4:00 PM Local Time.
