- The Federal Emergency Management Agency is seeking to acquire preventative and remedial maintenance services for specialized electrical distribution equipment located at the FEMA Mt. Weather Emergency Operations Center. The equipment shall be maintained and repaired in accordance with the Original Equipment Manufacturer's (OEM) instructions. Equipment to be maintained and repaired includes: a) Medium voltage equipment such as General Electric Model AM4.16-75-0 "Magnablast" air circuit breakers, Cooper Power Systems Type W Oil Circuit Reclosers, and Siemens Type JFR Distribution Step-Voltage Regulators; b) Low voltage equipment includes ITE Model K225 through K1600 air circuit breakers; and c) Maintenance services may be requested for other types and makes of equipment subject to the awarded contractor's approval. Equipment shall be sent to the contractor's facility for maintenance and repair services when possible. The contractor shall perform on-site maintenance when shipment of equipment is not feasible. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2001-07. This procurement is a small business set-aside. The NAICS Code applicable to this RFQ is 811310. The small business size standard is $5.0 million. A best value determination will be made based on the following in order of importance: 1) Technical Capabilities; 2) Past Performance; and 3) Price. Technical Evaluation Criteria is provided as part of the quotation package. The Government will make one or more blanket purchase award(s) for a base and two option years resulting from this solicitation to the responsible offeror(s) whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. Contractor?s employees shall be paid in accordance with the Service Contract Act Wage Determinations which are referenced as Notice Nos. 1994-2104 Rev-17 (Loudoun County) and 1994-2250 (Clarke County), at the following rates: Electrician, Maintenance - $21.14 and $19.68/hr.; Instrument Mechanic - $19.03 and $15.26/hr.; Machinery Maintenance Mechanic - $21.52 and $16.17/hr.; Machinist, Maintenance - $13.85 and $14.82/hr; all categories shall include $2.56/hr. for health and welfare benefits. Contractor must meet all the requirements detailed within this solicitation. Technical is of greater importance when compared to price. The government will utilize Best Value Procedures IAW FAR Subpart 13.106 for making award. The Request for Quote (RFQ) release date is June 19, 2002, and will only be provided electronically through FedBizOpps web page as discussed below. Registration is optional. You may still view amendments without registering. Registration for the solicitation, however, does not release bidders/offerors from the responsibility of checking the solicitation daily for amendments. PROPOSAL PREPARATION INSTRUCTIONS: The provision at 52.212-1, Instructions to Offerors ? Commercial Items, applies to this acquisition. Successful contractor(s) must meet all of the responsibility requirements of Subpart 9.1 of the Federal Acquisition Regulation (FAR).
