Description
The International Boundary & Water Commission, United States Section (USIBWC), requires the furnishing of labor, materials, and equipment for the drilling, blasting, processing, hauling and stockpiling of approximately 30,550 tons of rock riprap from the USIBWC's Garfield Quarry. The Garfield Quarry is located one mile east of Garfield, NM, and approximately ? of a mile east of exit 51 on Interstate I-25 in Sierra County, NM. The Hatch stockpile site is located near the town of Salem, NM, approximately 52 miles north of Las Cruces, NM on Interstate 25. Specifically, the stockpile site is located 2.2 miles upstream from the Salem Bridge (State Road 391) along the south levee road and adjacent to the Hatch Siphon. The distance between the Garfield Quarry and the Hatch stockpile site is approximately 10.8 miles. The Rincon stockpile site is located immediately downstream of the Rincon-Hatch Bridge (State Road 391) and adjacent to the Rincon Siphon. The distance between the Garfield Quarry and the Rincon stockpile site is approximately 14 miles. The Hatch and Rincon stockpiles are located within Do?a Ana County, NM. The estimated range of construction is between $500,000 and $1,000,000. Tentative dates for issuing and opening IFB IBM02B0004 are July 2, 2002 and August 5, 2002, respectively. Contract performance period is scheduled for completion as follows: Bid Item 1 - within 30 calendar days after issuance of Notice to Proceed (NTP) for mobilization and preparatory work, one job, lump sum; Bid Item 2 - within 90 calendar days after issuance of NTP for 11,750 tons of rock riprap delivered to the Hatch Siphon Stockpile; Optional Bid Item 3 - within 30 days of the effective date of the modification exercising the option during fiscal year 2003 for 4,500 tons of rock riprap delivered to the Hatch Siphon Stockpile; Optional Bid Item 4 - within 120 calendar days the effective date of the modification exercising the option during fiscal year 2003 for 14,300 tons of riprap delivered to the Rincon Siphon Stockpile; and Bid Item 5 - within 15 calendar days after the final riprap delivery for site restoration, cleanup, and demobilization, one job, lump sum. All options are to be exercised within the 90-calendar day performance period for Bid Item 1. A variation in quantity of 15% applies to Bid Item 2, Optional Bid Item 3 and Optional Bid Item 4. Award will be based on the lowest overall price to the Government and the offeror's past performance history. The solicitation documents, including plans and specifications, will be available for inspection at the International Boundary & Water Commission, US Section, 4171 North Mesa, Building C, Suite 224, El Paso, Texas 79902-1441. Copies of the bid packages are available at no charge. Offerors are strongly encouraged to attend the pre-bid conference and site visit at the time designated in the IFB. The North American Industry Classification System (NAICS) code is 212312 for Crushed and Broken Limestone Mining and Quarrying. The small business size standard is 500 employees. The Federal Product Service Code (FPSC) is Z299 for maintenance, repair/alternation/all other. All responsible sources may submit an offer, which will be considered. See Note(s) 26.
