Description
This notice is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This procurement is being conducted under the Simplified Acquisition Procedures (SAP). Item: 1.) Real Time Dynamic Data Acquisition and Processing System specifically for Turbomachinery Application. Sixteen channel simultaneously sampling preprocessor with integral user interface. Shall be a desktop system. (SPECIFICATIONS BELOW) Qty: 1 EACH 2.) System Delivery and Checkout for Item (1) Qty: 1 EACH SPECIFICATIONS: General description: The system shall provide high bandwidth, real time dynamic data acquisition, monitoring and processing of blade and rig vibration data from turbomachinery rig tests. It shall be a desktop unit with 16 simultaneously sampling channels (expandable up to 32 channels in the future), and a graphical user interface where acquisition control, data management and data display are performed. The software used for the graphical user interface during online monitoring and for post-test data analysis shall be the same. Licensing of the software shall permit unlimited reproduction of the software for distribution with the data produced by the system to NASA personnel and others for post-test data analysis. Minimum Technical Specifications: Analog Inputs: o 16 channels o 200 kHz max sampling rate on each channel o 16-bit resolution o Anti-aliasing protection for all inputs o Any channel can be used for a variety of purposes (vibration signal, speed signal, IRIG code, etc) Outputs: * Digital data storage in different formats: o Raw time domain A/D data for planned test events o Raw time domain A/D data in circular buffer (for unplanned test events) o Frequency domain processed data * Real Time Interactive plots: o Time domain o Time domain, synchronized to the once per rev signal o Cross Power o Coherence o Spectrum instantaneous o Power density o Spectrum average o Spectrum waterfall o Frequency response o Campbell o Engine order tracking o Frequency tracking o History of signal parameters (RMS, peak to peak, maximum FFT peak and its frequency) o History of non-vibration rig parameters like speeds o History of FFT peaks in modal frequency bands that are user specified o Damping Q-value o Plot tabulations o Interactive zoom Hardware: o 200 kHz max sampling rate on each channel A/D board o BNC connector cable for each A/D board o Separate hard disk for system software o 120 GB removable hard disk for data storage o CD-RW drive for data archival/backup o 100 MBits/s network card o Remote keyboard and mouse o 18" 1280x1024 LCD monitor ALL PROSPECTIVE CONTRACTORS MUST BE REGISTERED IN THE CENTRAL CONTRACTOR REGISTRATION DATABASE PRIOR TO ANY AWARD OF A CONTRACT OR PURCHASE ORDER. REGISTER AT http://www.CCR.gov The provisions and clauses in the RFQ are those in effect through FAC 01-7. This procurement is a total small busines set-aside. See Note 1. The NAICS Code and the small business size standard for this procurement are 421430 and 500, respectively. The quoter shall state in their quotation their size status for this procurement. All qualified responsible business sources may submit a quotation which shall be considered by the agency. The DPAS rating for this procurement is DO-C9. Quotations for the items(s) described above are due by July 2, 2002, 4:30 pm and may be mailed, emailed or faxed to Sandra A. If the end product(s) quoted is other than domestic end product(s) as defined in the clause entitled "Buy American Act -- Supplies," the quoter shall so state and shall list the country of origin. Award will be based upon overall best value to the Government, with consideration given to the factors of proposed technical merits, price and past performance; other critical requirements (i.e. delivery) if so stated in the RFQ will also be considered. Unless otherwise stated in the solicitation, for selection purposes, technical, price and past performance are essentially equal in importance. It is critical that offerors provide adequate detail to allow evaluation of their offer (see FAR 52.212-1(b). Quoters must provide copies of the provision at 52.212-3, Offeror Representation and Certifications - Commercial Items with their quote.
