Description

Amendment No. 3 issued 6/18/2002, see WMATA.com for details. Proposals are solicited for Remote Terminal Unit Replacement in ATC Rooms on the Metro Rail System. This is a Fixed Price contract for the items listed in the Unit Price Schedule. The Remote Terminal Units (RTUs) provide data communication between the ATC rooms and WMATA's Central Control facility for the operation of the RAIL system. The Contractor will have total system responsibility. The work includes, but is not limited to, the removal of existing RTUs, and the design, engineering, project management, configuration, manufacturing, quality control, factory testing, procuring, delivery, installation and commissioning of new RTUs, ready for use. The Contractor will be responsible for the furnishing of all labor, materials, equipment, tools, supervision, field testing, transportation, safety, appurtenances and other items necessary to complete the RTU replacement work. The Contractor will be responsible for making field measurements and for applying for and obtaining any necessary permits. The estimated cost range is $1,000,000 to $5,000,000. A bid/proposal guarantee, in the amount of 5% of the bid price, is required with the bid if it is greater than $50,000. The solicitation will include a DBE goal to be specified. Please note that, in compliance with FTA regulations, Appendix B now requires DBEs to be pre-certified by WMATA prior to receipt of bids/proposals. The successful offeror must provide Performance and Payment Bonds after award of the contract in the specified amounts. An insurance certificate with coverages to be specified and with WMATA included as an additional insured, will also be required of the successful offeror. Proposals are due as stated in the solicitation which is currently by 2:00 p.m., May 29, 2002 at WMATA, 600 Fifth Street, NW, Room 3C02, Washington, DC 20001. A PRE-PROPOSAL CONFERENCE WILL BE HELD at 2:00 p.m. May 7, 2002 at the WMATA Jackson Graham Building, 600 Fifth St., N.W., Room 306, Washington, DC 20001.
