Description
The Broadcasting Board of Governors (BBG), International Broadcasting Bureau (IBB) is conducting a market survey to determine whether commercial sources are available to meet a future anticipated need for a contractor to conduct television production training for IBB. This future anticipated requirement will facilitate the production of IBB's television programming and will include: television production, voice and television presentation, camera operation, story writing, production editing, interviewing, and other relevant topics. This training will enable participants to produce on-air quality television programs for international transmission. The training will be geared to allow persons with radio broadcasting experience to transition into television broadcasting. This training will also be designed to accommodate participants from diverse cultural backgrounds who may be targeting their productions to many different countries around the world. For illustrative purposes, a typical training session should not last more than two hours. The training shall include, at a minimum, following: 1) Cover the topics mentioned above in a manner consistent with broadcast standards; 2) Focus on producing material that could go on the air; 3) Include handouts and other materials that participants can use for future reference; and 4) Be conducted in IBB headquarters facilities in Washington, DC. The development of the training curriculum will be coordinated with IBB training specialists. Interested sources must have past experience in training broadcasters to produce on-air material, have demonstrated ability to work with participants from diverse cultural and ethnic backgrounds, and have experience with international broadcasting. Interested sources are encouraged to submit their capability statements, brochures, and other information highlighting their ability to perform this anticipated requirement. All interested sources shall submit a brief description of their company's business, a description of similar services furnished to Governmental and/or commercial customers including points of contact (i.e., references), with a brief narrative detailing your firm's anticipated approach to this effort. All submissions shall include a budget estimate separate from the technical narrative along with a company point of contact name, mailing address, e-mail address, telephone number, facsimile number, and the company's web-page address. All responses to this RFI must be received by July 8, 2002. All information submitted in response to this Notice must be in writing to the Contracting Officer either via mail, e-mail, or facsimile using the contact information provided in this Notice.
