Description
The Broadcasting Board of Governors, International Broadcasting Bureau (BBG/IBB), Office of Contracts (CON), has a requirement for a contractor to: (a) demolish several concrete and steel structures, concrete paving, and other site improvements; (b) remove and dispose of all demolition rubble and waste; and (c) restore grade and earth cover of demolished areas at the former Wallace Air Station on Poro Point near San Fernando City, La Union Province in the Philippines. The project site to be demolished consists of one concrete and steel aircraft hanger approximately 160 feet x 200 feet x 28 feet high, one concrete and steel aircraft hanger approximately 132 feet x 162 feet x 22 feet high, several smaller buildings ranging from 4,300 square feet and smaller, approximately 25,320 square yards of concrete paving, with other miscellaneous structures and utilities. The estimated price range is between $250,000 and $500,000 and the proposed period of performance of this work requires completion within 240 calendar days from issuance of the Notice-to-Proceed. The contractor shall be responsible for visiting the former Wallace Air Station to verify local conditions. The Offeror shall be required to submit a both a technical and a firm-fixed-price proposal. Pursuant to FAR Subpart 15.304 (e), Offerors are hereby notified that the basis for award will be price and other technical factors; with technical factors, when combined, being approximately equal to price. The following equally weighted technical factors will be used in determining each Offeror=s technical score: (a) demonstrated recent (within the past 5 years) experience and successful past performance in the demolition of similar types of structures; (b) proposed technical approach to perform the work; and (c) demonstrated ability to mobilize resources in remote geographical locations. The IBB intends to issue a Request for Proposal (RFP) solicitation for this negotiated firm-fixed-price procurement in July 2002, with a proposal response date of 30 days after release. Offerors interested in receiving a copy of the RFP must respond in writing to the Contracting Officer, Mr. Gary Hosford via facsimile at (202) 260-0855, or E-mail at ghosford@IBB.gov, or via letter to the above-listed address not later than 15 calendar days after the publish date of this Federal Business Opportunity (FBO) Notice. Please reference Solicitation No. BBGCON3602S5316 on all correspondence regarding this notice. All written requests for copies of the RFP must include your company name, mailing address, telephone number, and facsimile number. No telephone requests for this RFP will be honored. All responsible sources may submit a proposal in response to the forthcoming solicitation document, and all proposals shall be considered by the Agency. This FBO notice is not a RFP, IFB, or RFQ.
