Description
The Department of Energy (DOE), Office of Procurement and Assistance Management, Office of Management Systems and Services is conducting a market survey to identify vendors capable of providing a search engine that will provide search capability limited to web sites belonging to the Department of Energy?s procurement offices and other Government web sites. The search engine will need to focus on five selected general areas: Acquisition/Procurement Financial Assistance/Grants Personal Property Contractor Human Resources Management Business Practices/Performance Management Within these five general areas, the search engine must allow the user to select from a pre-defined set of web sites and/or documents, for example: Acquisition/Procurement Federal Acquisition Regulation (FAR) Department of Energy Acquisition Regulation Department of Energy Policy Flashes General Accounting Office Decisions Court Decisions Other Documents/Web Sites Determined by the Department of Energy The Department of Energy has a similar need for each of the four other general areas, and may access the same or different web sites and documents. The Government must have the ability to change the general areas and the pre-defined web sites and/or documents, and should be able to obtain support from the vendor on an annual basis. The Search Engine must support basic key word and advanced search capabilities. To this end, the search engine program must highlight the keyword used in the Search each time the key word is found within the text of the documents that meet the criteria of the Search. The search engine shall also have the capability to jump to the first and each subsequent occurrence of the search term. The Search Engine must run on either the Internet or Intranet, and must function properly using Microsoft Internet Explorer or Netscape Navigator/Communicator. The Department of Energy uses a wide range of network operating systems and Internet platforms, namely Windows NT/2000 (including Internet Information Server (IIS)), Unix, and Lotus Notes Domino. The Search Engine must be able to full search the following file formats: Adobe Portable Document Format (pdf), Hypertext Markup Language (html), Microsoft Word, Word Perfect, and others. Vendors are advised that this is a request for information only and is not a contract or a promise to contract. Vendors that can provide the Search Engine that meets these basic requirements should submit complete technical details, any applicable software or data right agreements, and price information to include basic purchase or lease cost and subsequent annual maintenance cost.
