Description
NA NOTE: Any prospective bidder/offeror interested in obtaining plans and specifications for this solicitation must register on our website at https://ebs.sas.usace.army.mil/. Contractors may view and/or download this solicitation and all amendments from th e Internet after solicitation issuance. Plans and specifications will be issued on Compact Disk (CD-ROM) to the first 50 prime contractors or plan rooms only, and will be provided free of charge. Paper copies of this solicitation will not be available. D escription of Work: This project is a comprehensive interior/exterior renovation of Building No. 306 on Pope Air Force Base, North Carolina. The building was constructed in approximately 1933, and is on the Historic Register. The building is a three-stor y structure plus a basement and attic. Work involves: Interior demolition including all associated asbestos and lead-based paint abatement; demolition of all designated interior partitions, electrical, plumbing, and HVAC components; replacement OR optiona l refurbishment of existing windows; reconfiguration of all interior spaces with retention of significant historic features; removal of exterior fire escape stairs, and construction of two new interior stairwells and installation of a new elevator. Replac ement of roof with clay tile roof and standing seam metal roof systems; Repair/restore roof dormers; replacement of all electrical, plumbing, installation of a new fire sprinkler and alarm systems; multiple areas of exterior stucco repairs, surface prepara tion and painting. The project will be solicited and procured using a Price/Performance Trade-off (PPT) Request for Proposal (RFP) in accordance with Federal Acquisition Regulation (FAR) Part 15.101-2. Proposals will be evaluated against criteria stated i n the RFP on a best value basis. The factors identified have been chosen to screen out high-risk proposals. High-risk proposals are those who have not demonstrated ability to perform large facility renovation projects in the range of 45,000 square feet o r greater. The significant evaluation factors are: (1) Past Performance (2) Corporate Relevant Specialized Experience and (3) Management Effectiveness. The Government anticipates award without discussions therefore each proposal shall contain the offeror ?s best technical proposal and best price. Award will be made to the offeror whose price and past performance record offer the best value to the government. The technical proposal will be scored and evaluated utilizing the factors set forth in the solicit ation. Proposals shall include sufficient detailed information to allow complete evaluation. Offerors are reminded that while the Government may elect to consider data obtained from other sources, the burden of proof of acceptability rests with the offer or. The estimated cost of the project is between 1,000,000.00 and $5,000,000.00. Network Analysis will be required. This solicitation is issued on an unrestricted basis pursuant to the Business Opportunity Development Reform Act of 1988. All interested p arties may submit a proposal. This solicitation will be issued in electronic format only and will be available on or about June 28, 2002 on the internet at https://ebs.sas.usace.army.mil/. Notification of amendments will be through use of the Internet. No additional media (CD-ROM, floppy disks, faxes, etc.) will be provided. It is the contractor?s responsibility to check the Internet as necessary for any posted changes to this solicitation and all amendments.
