Description
The Naval Air Warfare Center Aircraft Division (NAWCAD), Patuxent River, Maryland, Logistics Competency, Automatic Identification Technology (AIT) Program is seeking eligible small business firms capable of providing services for the installation, loading of data and inspection of the Contact Memory Button (CMB) Initiative. This CMB Initiative requires intermediate and organizational level maintenance activities to identify aircraft maintenance components by cage code, part number and serial number. The AIT/Serial Number Tracking (SNT) program services shall include installing AIT devices, such as CMBs, barcode labels and other devices on designated aircraft components, loading applicable historical aircraft maintenance data into CMBs, or installation of other AIT devices on designated aircraft components to include spare components. The CMBs or other AIT devices are permanently attached to the designated aircraft and will facilitate automatic collection of maintenance and material management data. This will enhance the current manual methods of collecting and reporting data, by providing an automatic identification system. The identification data is reported on maintenance work orders (WO), presented on Scheduled Removal Component (SRC) records and requested for aircraft inventories. The AIT Program Office is seeking eligible small business firms that are capable of providing services in support of the installation, loading data into CMBs, and the inspection of CMBs or other AIT. Extended travel to various locations both within and outside CONUS may be required during the completion of the tasks and will be outlined within the task order. Deliverables shall include paperwork signoffs (WO/MAF), completed CMB Installation Records for each aircraft and other data as required by additional correspondence. The North American Industry Classification System (NAICS) code applicable to this requirement is 541990, with a size standard of $6M. The primary place of performance will be at NAWCAD, Patuxent River, Maryland. The contract will be an Indefinite Delivery, Indefinite Quantity task order contract, with a period of performance to include a base period of one year and four one-year option periods. THIS SYNOPSIS IS NOT A REQUEST FOR PROPOSAL. It is a market research tool being used to determine the adequacy of potential small business sources prior to determining the method of acquisition and issuance of a Request for Proposal. The Government is not obligated to and will not pay for any information received from potential sources as a result of this synopsis. Additionally, this announcement in no way commits the Government to issue a solicitation. The requested information is to assist the United States Navy in conducting Market Research of Industry to determine potential small business contractors who have the skills, experience, qualifications and knowledge required to support the above requirements. Please include a short statement of the company?s ability/history with this type of effort, the name and telephone number of a company representative that can be contacted, the small business size, and the company?s address. The total capability submission should be no more than five (5) pages. Written responses, either via email or fax, must be submitted by 2:00 p.m. 9 July 2002, to NAWCAD, 21983 Bundy Road, BLDG 441, ATTN: Mary Ann Foran, AIR-2.5.1.6.2.3, Patuxent River, MD 20670.
