- NAICS Code: 325110 U.S. EPA, Office of Research and Development's National Risk Management Research Laboratory has a requirement to test a proprietary fluid as a cutting oil and a hydraulic fluid. The contractor shall perform these tests which include machining tests developed by the International Working Industry Group (IWIG) including drilling, turning, and grinding in steel as well as the tool life tests on aluminum, titanium, and nickel based alloy, Thermal Stability Test (Cincinnati Machine), Stick Slip Test (Cincinnati Machine) and other fluid testing. The contractor shall follow all American Society of Testing Material's methods exactly as each method requires. The contractor shall provide an assessment of health and safety issues by at least one industrial hygienist. The contractor shall report the results of each test and change the fluid formulation as required to achieve better subsequent results. The estimated completion date is 12 months from the date of purchase order award. Purchase order award will be made on the basis of best value to the Government with price and technical factors being approximately equal in importance. This acquisition will be processed in accordance with FAR Part 13, Simplified Acquisition Procedures. An RFQ will be issued on or about 7/8/02 on a fully open and competitive basis. The applicable NAICS code is 325110. All responsible sources may submit a written quotation which will be considered by the Agency. All requests for the RFQ must be in writing and shall be directed to the POC. Requests must include address, phone and fax numbers, e-mail address, and point of contact. See numbered note 26.
