- Description
- The U.S. Department of Commerce, National Oceanic and Atmospheric Administration, intends to procure construction of a bunkhouse building and installation of new site utilities including a water treatment system, packaged waste treatment system, and generator back-up power system at the NOAA/NOS Kasitsna Bay Laboratory, near Seldovia, Alaska. The building size is approximately 4500 square feet and will be a two-story wood structure on concrete footings with a standing seam metal roof and wood siding. The bunkhouse will be constructed on a cleared site prepared in a prior phase of site development construction. The site utilities will include two modular buildings [generator building (approx 200 sf) and water treatment building (approx 80 sf)], two water tanks, and associated utility distribution systems. The Contractor shall provide all the labor, material, equipment and each and every item of expense to construct a new bunkhouse building, and provide and install the utilities, treatment and distribution systems, and utility buildings. The Government intends to award a contract to the responsible offeror whose proposal represents the best value to the government following the evaluation criteria and cost. The following technical and performance criteria will be used in evaluating the proposals: (1) Successful experience of the construction firm with construction of similar type projects, (2) Submission of a construction plan which exhibits understanding of the requirements and a strong plan for quality control and success, (3) Availability of key personnel experienced in construction of similar type projects, (4) Primary firm?s planned participation in the project and (5) Local small business subcontracting. Technical and performance criteria is slightly more important than price. The resultant procurement will be a firm-fixed price contract. Completion time for this project is 430 calendar days, including weather and seasonal lost time. This is a total 100% small business set-aside. The NAICS code is 233220 and the business size is $27.5 million average annual receipts. Estimated Construction cost is between $1,000,000 and $5,000,000. Drawings, specifications and bid documents will be available on or about July 12, 2002. A pre-bid meeting and site visit will be scheduled in the bid documents. Contract award is expected in September with notice to proceed to be given ten days after. All responsible firms may submit an offer which shall be considered by the agency.
