Description
Mailing List of Interested Potential Offerors The sole purpose of this synopsis is to create a mailing list of interested potential Offerors. Interested vendors meeting the herein described requirements will be invited to submit an offer (i.e., the TSA will mail an request for proposal (RFP) to only those interested potential Offerors). All interested vendors are requested to submit a written technical capability statement with technical and past performance, as defined below. The capability package shall be clear, concise, and complete and shall be limited to 10 pages, not including cover page. All responses shall be submitted and received by facsimile on (202) 366-7373 or E-mail cappsii@ost.dot.gov no later than 5 PM Eastern Daylight Time 27 June, 2002. No late responses will be considered. Assurance of delivery by the deadline is the sole responsibility of the vendor. The requirements will be on an aggressive award and completion schedule. The anticipated RFP release date is July 3 with an anticipated award date of July 31, 2002. Requirements Summary: The Transportation Security Administration (TSA) anticipates issuance of a solicitation with competition limited to an interested potential Offerors list for data parsing equipment to extract, transfer and load (ETL) reservation data from all computer reservation systems (CRS) and global distribution systems (GDS) for domestic air travel for all major, national, regional, and charter airlines. Requirements: Mandatory requirement: The contractor shall currently have the capability to extract, transfer and load not less than or a minimum of 2M (million) individual passenger name records (PNR) files daily, with the capacity to extract, transfer and load 3.5M (million) individual PNR files daily within 90 days of contract award. Other requirements: In reference to the above-described mandatory requirement, the vendor shall clearly address its knowledge and experience using current state-of-the art hardware, operating systems and application software, used by the major GDSs and CRSs for processing their airline reservations, to meet the mandatory requirement. Additionally, the contractor shall demonstrate its knowledge and experience with current state-of-the art security protocols and procedures used to restrict access to the PNR data, the GDS data, and aggregated PNR and GDS data. Vendors must, at a minimum, meet the above-described mandatory requirement to be included on the mailing list. Submission requirements: All interested vendors shall submit the following information addressing their technical capabilities relative to the requirements stated above. In addition, the interested vendors shall describe its past performance with three contracts, performed by the vendor, with similar size and scope comparable to the above-described requirements. (Vendor?s experience must be as a prime-contractor or principal-first tier subcontractor with the type of involvement specifically relevant to the above-described requirements. All references shall include the name and address of company, Company Point of Contact, Telephone number, Fax Number and E-mail addresses). Finally, an estimated cost, shall be expressed as a cost range within $100,000, for the equipment, and the level of effort to execute during the 90 day performance period leading to the delivery of at least a working engineering prototype, or sample, which shall be subjected to Government test and evaluation. Basis of Government?s Decision The Government Team will evaluate the interested vendor(s)? submission and will determine that the interested vendor(s) the technical capability statement and past performance submission will meet at least the mandatory requirement. Any vendor who fails to meet the mandatory requirement will be excluded from the interested potential offerors mailing list. NOTE: The Government reserves the right to waive any requirement, term or condition stated within this announcement when it is determined to be in the best interest of the Government.
