- Description
- The Federal Election Commission (FEC) intends to enter into a sole source contract with James M. Carroll for employee and labor relations advisory services in support of the FEC's Office of Personnel. James Carroll is uniquely qualified in and possesses extensive expertise in the field of employee and labor relations so as to provide timely support to this critical mission requirement without costs or delays to the program. This synopsis is a notice of the Government's intent to award a contract using other than full and open competition and should not be considered a request for competitive proposals. These services are being procured using the procedures specified in Federal Acquisition Regulation (FAR) Part 13. The determination of the Government not to open the subject requirement to full and open competition is made IAW Federal Acquisition Regulation Part 13.106(b) and is solely at the discretion of the Government.
