- USAID will post a request for proposals (RFP) for indefinite quantity contracts (IQCs) with time and materials (T&M) pricing for technical assistance in the area of International Rule of Law and Justice Sector Technical Assistance. USAID estimates awarding approximately 4 contracts, including three unrestricted and one set-aside for small business, on the condition that it is capable of undertaking the work. USAID anticipates that the maximum ordering limitation of the contracts resulting from this RFP will be $100,000,000 over the 5 year ordering period. Note that this ceiling applies across all contracts and cannot be exceeded in the aggregate; each successful contractor will be eligible to compete on all task orders until the shared ceiling for all contracts is reached. Note that there is no guarantee on the number of contracts awarded or the number of orders that any one firm will receive beyond the minimum stated in the RFP. The RFP will be posted only at www.fedbizops.gov. In accordance with FAR 5.102(d), availability of the solicitation is limited to this electronic media only. Requests for other copies of the RFP will be disregarded without notice to the requestor. Proposals are expected to be due on August 15, 2002. The purpose of these IQCs are to support developing counties' transition to, and consolidation of democratic governance through the rule of law, and the promotion and protection of human rights. Activities under this Subject Area will improve and enhance the Agency's performance in responding to challenges to the growth establishment and sustainability of legal and judicial systems which promote a rule of law consistent with respect for human rights and market based economies, commitment to legal equality, and democratic principles. In many developing countries with weak or nascent democratic traditions and underdeveloped economies, the processes and institutions which are necessary to uphold the rule of law are incompletely evolved, ineffective, or may not even exist. Their legal frameworks are often out of touch with social reality and contemporary needs, as well as diverging significantly from internationally accepted norms. Customary and informal practice may cause further deviations. When these conditions prevail, neither the rule of law, democratic reform nor sustainable economic development can be achieved. Activities under this Subject Area will fall within the following functional areas: (a) improving legal frameworks; (b) strengthening justice sector institutions; (c) increasing access to justice; and (d) building constituencies for justice sectoral reform. (e) improving host country human rights practices. (f) justice sector approaches to conflict mitigation and prevention (g) post-conflict transitions to rule of law.
