- Description
- The National Institute on Drug Abuse (NIDA) is soliciting proposals from qualified organizations having in-house capability to perform: (a) bio-analytical methods development and validation (b) quantitative drug analyses in biological specimens (c) federal good laboratory compliance requirements and (d) shipping and handling of biological specimens. NIDA and NIDA sponsored investigators use the data obtained for submissions to the FDA. The reports shall be adequate in format and substance for submission to the FDA in support of IND and NDA applications. NIDA anticipates the award of a 5 year incrementally funded completion-type contract with optional quantities will be awarded from this procurement. In order to handle substances under the Controlled Substances Act of 1970, it is mandatory that offerors possess a DEA Research Registration for Schedules II to V and demonstrate the capability to obtain a DEA registration for Schedule I controlled substances. All offerors must comply with the FDA's Good Laboratory Practices Program. NIDA anticipates the release of RFP No. N01DA-3-8829 on or about July 15, 2002, with responses due 45 calendar days thereafter. Offerors can access the RFP through the FedBizOpps (URL: http://www.fedbizopps.gov or through the NIDA website at the following address: (URL: http://www.nida.nih.gov/RFP/RFPList.html). NIDA will issue a streamlined RFP for this acquisition. Streamlined RFPs include only the Work Statement, Deliverables, Reporting Requirements, Special Requirements, Mandatory Qualifications, Technical Evaluation Criteria, and other necessary Proposal Preparation Instructions. The streamlined RFP contains all the information required for the submission of an offer. Following proposal submission and the initial review process, the Contracting Officer may require additional documentation from offerors comprising the competitive range. The due date for responses to the RFP is on or about August 29, 2002. This advertisement does not commit the Government to award a contract. See Numbered Note 26.
