Description
The Department of Transportation (DOT), Federal Aviation Administration Academy (FAAA), Contract & Program Administration, Out-Of-Agency Training Team (AMA-260), has an annual requirement for aviation safety instructional services covering four flight safety courses as follows: Course #12060 Flight Safety Officer Training ? Initial; Course #12061 Flight Safety Officer Training ? Recurrent; Course #12062 Crew Resource Management ? Initial; Course #12063 Crew Resource Management ? Recurrent. The majority of these courses will be held at the FAA Academy located at the Mike Monroney Aeronautical Center in Oklahoma City OK. One course will be held in the metro Washington D.C. area on alternating years. Very specific instructor qualifications and course content are required as noted in Part I, Section C and in Part II, Section L of the attached solicitation document. Additionally, a four-hour stand-up instructional demonstration of each course curriculum (two days) before a Technical Evaluation Team at the FAA Academy is required at contractor?s expense for all contractors who pass the initial screening for responsiveness to the solicitation. DOT/FAA anticipates award of an Indefinite Delivery/Requirements contract with firm-fixed-pricing consisting of a base year and four (4) renewable 1-year options. Estimated Annual Requirement (EAR) for each course for each year is outlined in Part I, Schedule B. All interested sources should first attempt to download from the Internet the Screening Information Request (SIR), Request for Offer (RFO), attached to this announcement. If downloading is not possible, all requests for a copy of the SIR should be submitted in writing either via facsimile (405-954-0663) via my E-Mail address. All responsible sources may submit an offer which will be considered by the Agency. All requests should be submitted to Marilyn Hampton and reference SIR:DTFA-02-02-R-00069. ANNOUNCEMENT CLOSES 07/08/02 SOLICITATION CLOSES 07/24/02 This notice is for informational purposes for Minority, Women-Owned and Disadvantaged Business Enterprises: DOT, Office of Small and Disadvantaged Business Utilization (SADBU), has a program to assist small businesses, small businesses owned and controlled by socially and economically disadvantaged individuals, and women-owned concerns to acquire short-term working capital assistance for transportation-related contracts. Loans are available under the DOT Short Term Lending Program (STLP) at prime interest rates to provide accounts receivable financing. The maximum line of credit is $500,000.
