- VA VISN 22 Network Business Center is seeking to establish a COMMERCIAL ITEM (FAR Part 12) sole source contract with Kay Elemetrics Corp. for a Digital Swallowing Workstation for the VA San Diego Healthcare System, 3350 LaJolla Village Drive, San Diego, CA 92161. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2001-07. Only one responsible source and no other supplies or service will satisfy agency needs. A justification for other than full and open competition is being prepared in support of this acquisition. This procurement is to obtain a Digital Swallowing Workstation for Audiology to include a Digital Video Computer Module; Swallowing Signals Lab Hardware & Software; Manometry Sensors; Xenon Light Source; CCD Camera; Hardware Module & Tongue; Card/Isolation Transformer; Dual Endoscope Disinfection System; Lens Adaptor; Color Printer; DVD RAM Disks; EMG Transducers; Laryngeal Microphone & Powered Speaker; Nasal Canulas; Setup and Training. The applicable NAICS code is 339112 with a size standard of 500 employees. All other requirements will be specified in the solicitation. Interested persons may identify their interest and capability to respond to the requirement or submit a proposal. THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. The solicitation will be issued on or about 6/24/02. No telephone requests will be honored. All responsive, responsible sources who submit a proposal that is received by 3:00 p.m., Pacific Daylight Time, July 8, 2002, will be considered by the Government. A determination by the Government not to compete this proposed contract based on responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive proposal.
