Description
RFP 670-35-02 will be issued on or about July 1, 2002. The solicitation will be unrestricted and issued subject to the availability of funds under the Small Business Competitiveness Demonstration Program of FAR 19.10. Written or faxed requests for the solicitation are required, including company name, address, POC, telephone voice number, fax number, and e-mail address. No telephone requests will be accepted. Work includes all labor, material, equipment and supervision necessary to construct a two story addition (4,000 basement and 6,000 ground level) of approximately 10,000 gross square feet (Phase One) and remodel approximately 3,500 gross square feet of ground floor space on the North face of the Medical Center (Phase Two) to create a new Emergency Department. After VA occupies the new Emergency Department, Phase Three of the construction will include an addition of approximately 2,000 gross square feet to the current Irving Avenue entrance to allow for improvement for pedestrian access and create a new _main_ entrance to the Medical Center. Phase Four of the construction will renovate approximately 500 gross square feet of the Irving Avenue entrance to expand the lobby and connect to the new addition on the East face of the Medical Center. Phases One and Two will be approximately 15-16 months in length. Phases Three and Four will be approximately 12 months in length. Work includes demolition, excavation, site work, asbestos abatement, HVAC, electrical, plumbing, telecommunications wiring, erection of interior walls and finishes, fire protection, etc. Attendance at a pre-proposal meeting tentatively scheduled for July 17, 2002 is considered essential. The Government will award a contract resulting from the solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. This is not a Sealed Bid Procurement. The following factors (listed in descending order of priority) shall be used to evaluate offers: Construction Management, Price, Past Experience & Past Performance, and Small and Disadvantaged Business (SDB) Participation. Technical Factors are approximately equal to the importance of Price. Offerors are advised that if technical proposals in the competitive range are essentially equal, award will be made on the basis of the lowest price. Estimated construction cost is between $2,000,000 and $5,000,000. NAICS code is 233320 and the small business size standard is $27.5M. Other than Small Business Offerors will be required to submit a Subcontracting Plan as part of their technical proposal in support of the SDB Participation Evaluation Factor.
