Description
The Government is seeking sources to accomplish forest rehabilitation and remediation for an aircraft mishap site and extraction trail in a remote location approximately 19 miles north of Durango, Colorado. The mishap site is located in the rugged mountainous terrain of the Hermosa backcountry management area, on the Columbine Ranger District, San Juan National Forest. The incident aircraft came to rest near the bottom of a small side drainage of Dutch Creek. To extricate the aircraft, it was partially disassembled, loaded onto a truck bed equipped with skids for pulling across ground/snow, and towed by D-8 crawler tractors. Various spots along the trail and Dutch Creek Road were widened to permit passage of the sleds and tractors. The major portion of the constructed temporary access route is approximately 14 feet wide and about 1500 feet long. Grades are quite steep, ranging from 10-35%. Cut banks range from 1 foot to 10 feet in height. The anticipated effort will require the contractor to bring equipment to the mishap site and the approximately 1.5-mile long extraction route in order to rehabilitate and remediate the area. Major goals of the project are: 1) Area clean up to include soil remediation (if necessary), backfilling, and revegetating the area; 2) Restore the ground topography so that it appears to be natural and pristine, flowing with the slope and contour of the surrounding landscape; 3) Ground rehabilitation to remove evidence of past earth moving activities; and 4) Native vegetation rehabilitation. The Government anticipates the period of performance for the basic effort to be approximately June 28 - July 18, 2002 (21 calendar days) with option periods for follow-up work, if necessary, in the summers of 2003, 2004, and/or 2005. The Government will conduct a site visit on Monday, June 10, 2002. Contact Capt Brandon Montler at (505) 846-7947 for time and location details. Contractors interested in this requirement must notify the Government by 4:00 PM mountain time, Friday, June 7, 2002, and are highly encouraged to attend the site visit to become more familiar with the site and requirements before quote preparation. The applicable NAICS for this acquisition is 115310, Forestry Support, and the size standard is $6M. When notifying the Government of interest in this requirement, please state your business status. Currently, this acquisition is unrestricted. However, the Government may reserve this requirement for small business prior to solicitation release. A statement of work will be available at the site visit for contractor comment. The finalized statement of work will be available in the solicitation. The Government anticipates releasing a combined synopsis and solicitation in accordance with FAR Part 12.603 on or about June 14, 2002. Prospective contractors will be allowed approximately 7 calendar days to prepare and submit quotes in accordance with the solicitation instructions. The Government anticipates awarding to a single contractor on a best value basis in accordance with the upcoming solicitation.
