- The Operational Contracting Division at Hansom AFB, MA is seeking potential sources capable of performing EMT/Ambulatory service (described below in the Statement of Need) at Hanscom Air Force Base, Bedford, Massachusetts. HAFB population is estimated at 8,000. Firms capable of performing the described services are invited to submit a Capability Statement describing their capabilities and experience. Submissions should be limited to 5 pages and include evidence of similar past and present performance, including the following: (a) brief overview of their technical capability; (b) degree of experience in providing same or similar services; and (c) evidence of management resources to support a requirement of this nature. Responses must also identify the business size and whether the business is designated as a small business, small disadvantaged business, women-owned small business, or hub-zone certified business. The NAICS code is 621910, size standard $6.0 million. This synopsis does not constitute a solicitation for bids/proposals. Properly identified proprietary information will be protected from release outside the Government. The Government will not reimburse contractors for the cost of submitting information in response to this sources sought announcement. The Air Force may designate this acquisition a small business set-aside provided two or more small businesses demonstrate a capability to perform the stated requirements. Statement of Need follows: The following is a summary of requirements which are essential: The Contractor, who must possess a Certificate of Public Convenience and Necessity, shall provide State of Massachusetts certified Emergency Medical Technician (EMT) personnel for emergency response in accordance with the Massachusetts "tiered" system of response, and patient transport services required for Government beneficiaries and the general population on Hanscom AFB. The Contractor shall provide full emergency patient transport services at Hanscom AFB and all associated housing areas to include the Hanscom Officer's Club, the Hanscom NCO Club and all Hanscom Housing in Bedford, MA. Response time for 90% emergencies will not exceed six (6) minutes and 100% will not exceed eight minutes and fifty-nine seconds. Emergency response and transport services will be coordinated using the Local County 911 system. Contractor will participate in 66th Air Base Wing and 66th Medical Group exercises. Contractor shall furnish all labor, management, supervision, vehicles, supplies, equipment, transportation, and reports. Government will provide two handheld radios with chargers for use during inflight emergencies and other miscellaneous supplies as indicated in the Statement of Work (SOW). Contractor care shall, at a minimum, cover the full range of EMT and ambulance services provided in the local community to include local protocols or standing orders and staffing minimums in accordance with the most current Massachusetts "Emergency Medical Services Pre-Hospital Treatment Protocols." Performance shall be according to the requirements contained in the SOW and the professional standards of the Joint Commission on Accreditation of Healthcare Organizations, and Massachusetts State Department of Health's Division of Emergency Medical Services.
