Description
NA The Robert Morris Acquisition Center intends to negotiate a modification to contract DAAD13-01-C-0009 for additional work pursuant to the authority of 10 U.S.C. 2304(c)(1) as implemented by FAR 6.302-1, only one responsible source. The current contract pr ovides for the production of the M56 Smoke Generator Systems (SGS) and the production of components for the M58 SGS. The contract was awarded to General Dynamics Robotics Systems through full and open competition. The modification will upgrade older M56 and M58 SGS to the current improved configuration. The improved design includes the addition of safety panels to prevent debris from escaping turbine enclosure in the event of catastrophic compressor failure. This new design was incorporated into the M56 technical data package by the approval of an engineering change proposal. This action is being solicited on a sole-source basis to GDRS as the only source which can satisfy the Army's requirements. There are currently serious safety issues which must be addressed on an expedited basis. It has been determined that competing this action would adversely impact the Army fielding schedules for retrofit of M56 and M58 SGS. Retrofit schedules have been established to mirror the priority established in the Dep t of the Army Modernization Priority List. In addition, award to another firm would result in substantial duplication of costs to the Government which are not expected to be recovered through competition. Performance take place at various fielding locati ons to include Ft. Leonard Wood, MO; Aberdeen Proving Ground, MD; Ft. Bragg, NC; Ft. Hood, TX; and several other U.S. Army bases. See Note 22.
