Description
NA This announcement is for the purpose of soliciting names of (1) United States construction firms, (2) Qatar construction firms, and (3) joint ventures between U.S. and Qatari construction firms, interested in submitting an offer on a project in the State of Qatar described in the project scope. United States firms means a firm incorporated in the United States that complies with the following: (1) The corporate headquarters are in the United States; (2) The firm has filed corporate and employment tax re turns in the U.S for a minimum of two years, has filed state and federal income tax returns for two years, and has paid any taxes due as a result of these filings; and (3) The firm employs U.S. citizens in key management positions. To be considered a Qat ar construction firm, the firm must be so registered and qualified by the Qatar Government Central Tender Committee. Offers from firms that do not qualify as U.S. firms will be evaluated by adding twenty (20) percent to the offer. ADDITIONAL REQUIREMENTS: All firms applying shall be licensed to do business in the State of Qatar or demonstrate the ability to be licensed at contract award and will comply with the laws and regulations of the State of Qatar to become licensed. Contrac tors responding to this notice and meeting all conditions of this notice will receive a request for proposal. PROJECT SCOPE: The estimated cost of construction is in the range of $5,000,000 and $10,000,000. The work will consist of construction of facilities to provide billets for unaccompanied military personnel. Work includes construction of two buildings with living and sleeping rooms, semi-private baths, closets and service areas, day room, storage, and laundry facilities. Related supporting facilities include utility extensions and connections, underground electrical service, communications connections, fire protection systems, sidewalks, curbs, exterior lighting, site improvements, fences, parking areas, sunshades and an access road. The project location is at an existing military installation known as Camp As Sayliyah, located on the outskirts of the capita l city, Doha, Qatar. PLANS AND SPECIFICATIONS: The solicitation, plans, and specifications will be furnished on CD-ROMs. Two CDs' will be provided to each eligible prime contractor. CDs' will be provided only to eligible prime contractors. Subcontractors and suppliers must obtain information on this project from prime contractors. A list of prime contractors will be published at the Transatlantic Programs Center internet home page after release of the solicitation. SOLICITATION PROCEDURES: The solicitation will be initiated before funds are available. The solicitation will contain FAR clause 52.232-18, Availability of Funds and Defense FAR clause 252.236-7010, Overseas Military Construction - Preference for United States firms. The contract award will be based upon a best value analysis of proposals. Evaluation factors will include, at a minimum, Price Reasonableness, Past Performance, and Experience. Evaluation criteria will be stated within the Request for Pr oposal (RFP). Contract award will be made on a firm fixed-price basis. Tentative date for issuance of the RFP is 15 July 2002. Tentative date for receipt of proposals is 16 September 2002. Tentative contract award date is 31 October 2002. Anticipated c ontract duration is 577 calendar days. A pre-proposal site visit is tentatively scheduled for 26 - 30 August 2002. Attendance is recommended but not mandatory.
