Description

The Naval Air Systems Command intends to issue a cost plus incentive fee modification under NAVAIR contract N00019-02-C-3116 for additonal work during the development of the BQM-74F Aerial Target. The additional scope includes Electronic Counter Measures (ECM) System Target Auxiliary/Augmentation System Mission Equipment Installation Kit, accelerate the Vehicle Management System (VMS) production hardware documentation, fabricate a mock-up of the Payload Bay, design and fabricate a mock-up of the fuel tank, procure and test off-the-shelf antennas for initial installation and radio frequency evaluation, conduct an Air Data Computational Fluid Dynamics analysis for evaluating placement of the air data pitot probe, and evaluate and report on alternate launch aircarft for the BQM-74F Aerial Target. NAVAIR intends to negotiate the proposed modification on a sole source basis with Northrop Grumman, Rancho Bernardo, CA. Northrop Grumman is the prime contractor for the development of the BQM-74F Aerial Target. Only Northrop Grumman has the technical expertise, understanding of the BQM-74F system architecture, and access to Northrop Grumman proprietary data necessary to perform the required effort.
