Description
NASA/GRC plans to issue a Request for Offer (RFO) for support of the Airspace Systems, Aviation Safety and Small Aircraft Transportation System Projects in the following areas: 1.Software development to support CNS ( Communications, Navigation and Surveillance) research, testing, experiments and applications 2.Study and analysis of CNS systems and architectures 3.Simulation and modeling of aeronautical CNS systems, subsystems and networks 4.Systems engineering for testbeds and experiments 5.Industry support at RTCA (Radio Technical Committee for Aeronautics) and other organizations and conferences Disciplines Required a)Systems Engineering b)Computer Science c)Project Management d)Software Project Management e)Simulation and Modeling f)Communication System Analysis g)Expertise in aeronautical Communications, Navigation and h)Surveillance systems Task order type contracts with multiple awards are anticipated. Awards may be made in one or more of the above listed disciplines. Awards are expected to be fixed price, and may be between one year and five years in duration. The Government does not intend to acquire a commercial item using FAR Part 12. See Note 26. This procurement is a total small business set-aside. See Note 1. The NAICS Code and Size Standard are 541710 and 500 employees, respectively. The DPAS Rating for this procurement is DO-C9. The provisions and clauses in the RFO and model contract are those in effect through FAC 01-06. All qualified responsible sources may submit an offer which shall be considered by the agency. The anticipated release date of the RFO is on or about July 15, 2002 with an anticipated offer due date of on or about August 15, 2002. The solicitation, when issued, will contain the actual due date and all information, including the Statement of Work and Sample Tasks. An ombudsman has been appointed -- See NASA Specific Note "B". The solicitation and any documents related to this procurement will be available over the Internet. These documents will be in Microsoft Office 97 format and will reside on a World Wide Web (WWW) server, which may be accessed using a WWW browser application.
