- 1. REQUIREMENTS 1.1. GENERAL DESCRIPTION OF SYSTEM - This specification covers the minimum Government requirements for a Roll Off Container for transporting up to 60,000 pounds of scrap metal. a. The Container shall have an open top, a single rear door, a 27.7 cubic yard capacity, and be designed to carry a live load of 60,000 pounds of scrap metal. b. The nominal inside dimensions of the unit (not including the rear anti-spreader bar) shall be 20 feet long, 7-1/2 feet wide, and 5 feet high. The total empty weight of the unit shall not exceed 10,000 pounds. c. The container Sub-frame shall be designed to be loaded, carried, and dumped by a "outside rail" type hydraulic roll off container system when fully loaded. d. The container shall be capable of being lifted, fully loaded, from four points with crane rigging gear pendants which meet at a point 30 feet above the top of the bin. e. The entire unit shall be manufactured from ASTM A 500 Gr. B structural tube and ASTM A 36 plate and shapes (or better) unless otherwise identified. 2. DESCRIPTION - The Roll Off Container shall consist of the following: 2.1. SALIENT CHARACTERISTICS 2.2. Side and Front Walls: a. Wall plate 1/4" thick. b. Vertical supports 3'" X 3" X 3/16" structural tube on 24" center's. c. Top rail. 3" X 3" X 3/16" structural tube with doubler plates welded over, under and around to insure corner stability. d. An anti-spread bar at container rear of 3" X 3" X 3/16" structural tube. 2.3. Crane Lift points: a. Reinforced areas to accept a "Crosby" size 2.5 Screw pin Anchor Shackle. b. Where shackle is installed, the overall thickness of the upper rail depth shall not exceed 5-1/2 inches and the overall width shall not exceed 3-1/2 inch es. c. Each lift point shall be designed to lift 1/2 of a fully loaded container. d. Structural additions to rigging attachment area shall not protrude above the rail. 2.4. Floor and sub-frame: a. Skid rails of "I" beam construction Shall be reinforces with stiffeners connected to the floor tubes to prevent twisting from use. b. Catch bar support area: Heavy plate backing is required in frontal area for reinforcement. c. "Outside rail" truck catch bar: 1-1/4 inch minimum steel welded construction which acts as one piece for the full length of the container. d. Primary floor stiffeners (cross members): 3" X 3" X 3/16" structural tube on 12" centers. Identical partial length cross members shall be installed from the side wall to the rails in areas where the base skid construction (i.e., catch-bail) prevents full width installation. e. Cushioned floor. The middle layer lumber shall be installed the full length and width of the floor oriented longitudinally. Longitudinal lumber breaks shall be centered over the primary floor stiffening members. The secondary floor plate shall be secured along the perimeter only, with no bolts or other attachments used in the interior of the plate. f. Primary (or lower) floor: 1/4" plate. g. Secondary (or top) floor: 1/4" plate per ASTM A 514. h. Floor cushion (between primary and secondary floor): 2" X 12" nominal lumber. 2.5. Rear Door: a. Plate 1/4" thick. b. Hinge on the right side as you are looking at the door. c. A means of holding the door open against the hinged side of the container while dumping. d. A latching system that securely holds the door closed during all transporting of container. 2.6. Container Identification: The empty weight of the container, round ed to the nearest 100 pounds and the live load capacity shall be painted in black 3 inch high letters on two sides of the container 2.7 Paint: Prime and paint entire unit white with recycle symbol and 12" black lettering on long sides of each box : "NAVY RECYCLES".
