- This notice will serve as Modification to the HUD announcement posted on June 20, 2002, in the Federal Business Opportunities web site at http://www.fedbusopps.gov/. The U. S. Department of Housing and Urban Development (HUD) is in the process of issuing a Request for Quotations (RFQ) Number Q2C5ANC0019 in support of the HUD Headquarters, Office of Policy Development and Research (PD&R). This procurement is for a fixed-price contract under the Federal Acquisition Regulations (FAR), Simplified Acquisition Procedures (SAP) not to exceed $100,000, for Research into Utility Allowances and Model for Section 8 housing. The function of this project is to (1) determine how utility schedules were set at a small sample of Public Housing Authority's (PHAs); (2) review and update the old HUD Handbook guidance and assumptions; (3) build a spreadsheet type model that will generate a utility schedule if local rates and heating and cooling degree day data are provided; and (4) examine the feasibility wide-spread of this model. The proposed Purchase Order is for the study to be completed within 26 weeks. This solicitation is set aside for small business concerns. The North American Industry Classification System (NAICS) Code is changed from 541990, and the size standard is $5 Million to read as the following: 541720 and the size standard is $6 million average annual sales for the last three years (See Numbered Note 1). This is a new acquisition. HUD does not currently have a contractor performing this work nor is there historic data available regarding this procurement. The Solicitation package will be available on or about July 8, 2002. Quotations will be due on or about July 31, 2002.
