The United States Government, represented by the Department of State, is seeking proposals (Standard Form 171's or OF 612?s) from U.S. citizens interested in providing the PSC services described in the attached. JOB DESCRIPTION: See below I. - STATEMENT OF DUTIES GENERAL STATEMENT OF THE PURPOSE OF THIS CONTRACT AND RESPONSIBILITIES OF THE CONTRACTOR BACKGROUND: This position is located in the Department of State, Bureau of International Narcotics and Law Enforcement Affairs, Narcotics Affairs Section (NAS), Bogota, Colombia. The purpose of this position is to serve as the Adviser for Safety for NAS; to provide aviation and ground safety expertise to the Colombian National Police (CNP) Air Service on a daily basis; to coordinate safety direction/guidance to and oversight/evaluation of contractor and CNP safety operations activities; and to coordinate direction and oversight for contractor and host nation aviation/ground safety training/standardization. The incumbent is required to develop, coordinate, and implement aviation and ground safety programs, systems and procedures in support of counter-narcotics operations. The incumbent assists the CNP in developing and adhering to a standard operating procedure for accident investigations, and represents the NAS on bilateral accident investigation boards. DUTIES AND RESPONSIBILITIES a. Develops, coordinates, organizes, and implements comprehensive aviation and ground safety programs, and safety policies and procedures for NAS and the CNP. b. Performs safety program oversight and evaluation of the aviation support contractor. c. Performs safety program planning, direction and training for contractor and CNP operations. d. Provides technical direction and oversight for contractor and CNP safety training. e. Reports to the NAS CNP Aviation Program Manager and to the NAS Senior Aviation Adviser. Advises both on matters concerning flight and ground safety. f. Assists the CNP in the collection, review and dissemination of safety-related data regarding aviation tactics, techniques, and employment in support of the counter-narcotics mission of the CNP. Maintains staff liaison with U.S. Department of Defense, Department of State, Narcotics Affairs Section (NAS), other U.S. Government agencies, and the U.S. Federal Aviation Administration to keep abreast of current policies, procedures, and rules that pertain to safe operations. g. Develops in coordination with the CNP a revised standard operating procedure for aircraft accident investigations, and ensures that said SOP is followed in all cases. h. Serves as the co-chairman of aircraft accident investigation boards. II. MINIMUM REQUIREMENTS a. U.S. citizen, eligible for a State Department security clearance. b. Bachelor Degree from an accredited institution or equivalent (i.e., Associates degree with five years related experience, or ten years related experience in the military, law enforcement, international development, international affairs, or public administration). c. Typing and basic computer skills needed to use information technology and management systems required. Computer skills should include word processing and spreadsheet applications. d. Spanish language ability at the Foreign Service Institute Level R/3, S/3 or the Defense Language Proficiency test (DLPT) level 3/3 is required. e. In-depth knowledge of the Department of State, Bureau of International Narcotics and Law Enforcement Affairs, INL/A Aircrew Training and Standardization Program, to include operating directives, training and standardization publications, aircrew training manuals, safety program manuals and regulations, and related documents. Significant experience in military or U.S. civilian aviation safety programs can be substituted; however, the successful candidate must become intimately familiarized with INL safety standards. f. Knowledge of U.S. Federal Aviation Administration regulations, including, but not limited to FAR Part 1, 61, 67, 91, 135, 137, 141, 143, and 830. g. Knowledge of US Industrial Safety Standards, DOD Safety regulations/procedures, OSHA regulations/procedures, DoS Safety regulations/procedures, and NTSB regulations/procedures. h. Knowledge of and experience in the formulation of plans and policies pertaining to operations within unit level safety and flight training activities. Should have a basic knowledge of command communications, government intelligence procedures, and Department of State flight operations procedures. i. Knowledge of and experience in aircraft accident investigation procedures. j. Experience in aircraft operations/training management in a military or civil organization involved in the training and standardization of rotary-wing pilots and the tactical employment of aircraft in a high threat environment is highly desirable; preference will be given to candidates with such experience. k. Knowledge of U.S. Government contract administration procedures is desirable. i. Must have experience as a military flight safety officer or the civilian equivalent. III. COMPLEXITY The incumbent provides aviation and ground safety management and oversight of U.S. Government, contractor and CNP safety program personnel, operating in Bogota and at multiple forward operating locations in Colombia. The incumbent develops and oversees the aviation and ground safety training programs, plans, policies, and procedures for NAS and the CNP. Coordinates recommendations from staff officers; consults with the Senior Adviser regarding ongoing projects; provides safety program guidance to NAS and CNP personnel, contractor personnel, and the CNP, and oversees implementation of the overall safety program. The incumbent performs continuous analysis of ongoing programs to determine the requirement for new procedures/policies that will improve the efficiency, effectivity, and flight safety of aviation operations in support of the counter-narcotics mission. SCOPE AND EFFECT The primary purpose of the position is to assist the NAS CNP Aviation Program Manager in the management of the safety function for the program. Provide oversight of U.S. Government, contractor, and CNP operations in support of the counter-narcotics mission in Colombia. PERSONAL CONTACTS Contacts include senior officials throughout the Bureau of International Narcotics and Law Enforcement, INL/A, the contractor, other U.S. Government Federal Agencies, the U.S. Department of Defense, and the CNP. PURPOSE OF CONTACTS Contacts are for the purpose of exchanging information, consultation and assistance, cooperative programs and flight and ground safety planning. Assignments may include active participation in management-level conferences, meetings, and surveys concerning INL/A operational policies, procedures and future requirements. The incumbent must be able to effectively interface with a myriad of senior management and staff personnel from different cultural and technical backgrounds. PHYSICAL DEMANDS The work is both physical and sedentary in nature and involves activity at both the main and field locations. May require some physical exertion and dexterity. WORK ENVIRONMENT The work is primarily conducted in an office or aircraft hangar with frequent travel to the field for meetings, conferences, activity reviews, and field inspections. Some field sites have been declared hazardous-duty locations by the Department of State due to hostile activities of the narco-traffickers and guerrillas and therefore pose significant risk to the incumbent while at these sites. VI. POSITION ELEMENTS a. Supervisory Controls: The incumbent reports to the NAS Aviation Program Manager who will act as the Contracting Officer?s Representative (COR). The Contract Administrator shall be the INL Contracting Officer and is designated alternate for the Aviation Program Manager when absent. The individual exercises wide latitude for independent action, initiating projects and executing approved new programs under general supervision. Completed work is reviewed for timeliness and effectiveness. b. Exercise of Judgment: Exercise of judgment and detailed understanding of operating controls of information management systems' hardware and all software required to manage NAS' aviation and ground operations. c. Authority to make commitments: None. d. Nature, Level and Purpose of Contacts: Will maintain good working relationships with USG and Colombian nationals working on counter-narcotics efforts. V. EVALUATION CRITERIA a. Offeror?s demonstrated experience and in-depth knowledge of the Department of State, Bureau of International Narcotics and Law Enforcement Affairs, INL/A Aircrew Training and Standardization Program, to include operating directives, training and standardization publications, aircrew training manuals, safety program manuals and regulations, and related documents. Significant experience in military or U.S. civilian aviation safety programs can be substituted; however, the successful candidate must become intimately familiarized with INL safety standards. b.
