Description

It is the Coast Guard?s intent to award a purchase order to an authorized Caterpillar repair facility/dealer only. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. It is the Coast Guard?s belief that only an authorized Caterpillar repair facility/dealer can perform the below services; however all responsible sources may submit a quote which will be considered by the agency. All parts required to complete the repair work described below must be Caterpillar parts only. Contractor shall offer it?s best commercial warranty. The quotation number is DTCG80-02-Q-3FAK09. This synopsis/solicitation constitutes a request for quotation (RFQ) and incorporates provisions and clauses in effect through Federal Acquisition Circular 01-07. The NAICS code is 336611 with a size standard of 1,000 employees. The acquisition is for the repair of the #1-MDE (Caterpillar, Model #3516T) exhaust system onboard the USCGC Jefferson Island (WPB-1340). The #1-MDE exhaust system has been experiencing exhaust leaks and related casualties since April of 2002. Repairs are needed to correct exhaust bank manifold (left and right) and turbo leaks, cleaning of the aftercoolers and providing an exhaust system alignment. Prior to repair contractor shall disassemble, inspect and provide an inspection report and list of parts that require replacement. No additional parts will be added to the resultant purchase order; however, parts not required for the #1-MDE repair shall not be billed, but instead shall be restocked by the contractor at no charge to the Coast Guard. The above repairs shall be performed onboard the USCGC Jefferson Island in homeport at 259 High Street, South Portland, ME 04106-0007. The repairs shall begin on July 15, 2002 and be completed no later than July 19, 2002. The following provisions and clauses apply to this solicitation and are incorporated by reference: FAR 52.212-1, Instructions to Offerors ? Commercial Items (Oct 2000), and FAR 52.212-4, Contract Terms and Conditions ? Commercial Items (FEB 2002). Offerors must include a completed copy of the provision at FAR 52.212-3, Offeror Representations and Certifications ? Commercial Items (MAY 2002) (ALT I APR 2002), with its offer. The clause at FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders ? Commercial Items (MAY 2002) applies to this acquisition. Check the clauses in paragraph (b) as follows: (11), (12), (13), (14), (15), (21) and (24). Check the clauses in paragraph (c) as follows: (1) and (2). For paragraph 2, the equivalent classes of service employees and rates for federal hires are as follows: Machinist, Maintenance: $20.20 and Machinery Maintenance Mechanic: $20.20. Wage Determination #1994-2241, Revision #22, dated 05/28/2002 applies to this acquisition. No other additional contractual terms and conditions are applicable. No Defense Priorities and Allocations System (DPAS) rating are assigned. Quotes are due on or before June 28, 2002 by 4:00 p.m. EST.
