- NA Defense Contracting Command ? Washington, on behalf of U.S. Army Cost Economic Analysis Center (USACEAC), intends to negotiate a purchase order, on a sole source basis, with ABC Technologies, Inc. The services to be provided are consistent with the servic es provided under DASW01-02-P-0637. The objective of this requirement is to obtain OROS Domain expertise in support of analysis and costing for Future Combat Systems (FCS) and Objective Force (OF). The OROS software is proprietary to ABC Technologies. T he contractor, as an independent contractor and not as an agent or employee of the Government, shall complete following the support requirements: TASK 1?Become thoroughly familiar with the Future Combat Systems (FCS) Program issues by reading documents re lated to FCS and OF and participating in OF-FCS Cost IPT meetings. Analyze FCS and OF documents, briefings and other information to determine the potential alternative force structures, systems configuration, activities and capabilities. Begin framing of FCS and OF into OROS software suite. TASK 2?Begin development of a Capabilities Based Costing Model (CBCM) using techniques and processes adapted from Activities Based Costing model and employing OROS software. Milestones and Deliverables consist of an Initial CBCM prototype with capability to map data from ACEIT, FORCES, OSMIS, AMCOS and other approved Army Models. The period of performance is through 30 November 2002.
