Description
NA The system consists of a Power Source and a Wire Feeder for light repair welding to be installed on the Army?s truck-mounted Contact Maintenance Shop Equipment. The arc welding power source shall be hand-portable and shall be totally enclosed in impact-resistant, flame-retardant, non-conductive case. All operating controls and indicators shall be mounted in a single vertical panel at one end of the case, along wi th the welding power output connectors which shall be International Dinse?-type 0.508 inch (12.9mm) female connectors. The maximum storage space available for the arc welding power source is 17.00 inches high by 9.50 inches wide by 20.00 inches long. The arc welding power source shall not weigh more than 100 pounds. Accessories to the power source include welding cable assemblies for providing power from the welding power source to a stick electrode, the work piece, and to the wire feeder, TIG module or other auxiliary. A detailed description of these accessories will be provided in the solicitation. The welding power source shall be an integrated unit providing both Constant Current (CC) control for Shielded Metal Arc Welding (SMAW), and Constant Voltage (CV) control for Gas Metal Arc Welding (GMAW) and self-shielded Flux Cored Arc Welding (FCAW). Th e operating mode shall be switch-selectable, and the control panel shall also provide at least a ?power on? indicator, a ?thermal overload? indicator, variable control(s) for output voltage and current, and display(s) of output voltage and amperage. The a rc welding power source shall be capable of providing CC output for SMAW of at least 150 Amps at 25 Volts on a 100% duty cycle (ten minutes out of ten) in air temperatures up to 110 degrees F. The arc welding power source shall operate on standard 208 Volt, 3 phase, 60 Hz AC. The AC input required for a CC output of 150 Amps at 25 volts shall not exceed 20 amps. The maximum open circuit voltage for CC welding shall be at least 60 VDC. The adjustment range in CV mode shall be at least 12 to 28 volts. To prevent overtaxing the electrical system of the Contact Maintenance Truck, CC output shall be limited to 200 Amps. The arc welding power source shall incorporate a re-settable automatic power cut-off to prevent damage from thermal overlo ad. The wire feeder shall be hand-portable and totally enclosed in an impact-resistant, flame-retardant, non-conductive case. The maximum storage space available for the wire feeder is 17.00 inches high by 9.50 inches wide by 24.00 inches long. It shall be e quipped with an internal wire spool mount capable of holding wire spools up to 12 inches in diameter weighing up to 30 lbs. The wire feeder, minus wire spool, shall not weigh more than 40 pounds. The wire feeder shall have a Tweco? style female connector for a MIG gun. The wire feeder shall be equipped with a ? inch (12.5mm) threaded stud for attachment of the welding cable. Accessories to the wire feeder are drive roll sets, wire spool adapter (if needed), MIG gun kits for welding with aluminum electrod e wire and steel electrode wire. These accessories shall be supplied along with the wire feeder as separately packaged and identified kits. A detailed description of these accessories will be provided in the solicitation. The wire feeder shall operate on open-circuit and arc voltage in the range of 15 to 60 volts or more from a separate arc welding power source. The wire feeder shall be capable of operating in a constant wire feed speed mode when used with CV power sources , and shall contain a switch-selectable circuit to permit operation in a voltage sensing wire feed speed mode when used with CC power sources. The wire feeder shall be capable of feeding wire at speeds over a range of at least 50 to 450 inches per minute , although the arc voltage supplied may limit the actual speed range while in use. The wire feeder shall suitable for performing both GMAW of aluminum and FCAW of steel with wire size s of .035 inch and .045 inch. At the minimum, the wire feeder shall have its own On/Off power switch, a CC/CV selector switch, a variable wire feed speed control, voltage and wire feed speed displays, a purge switch, a solenoid-operated valve to control g as flow, and a secondary contactor to allow the welding wire to be electrically cold until the operator is ready to weld. The wire feeder must be fully operational at the time of delivery; any optional items required to fulfill these requirements must be installed before delivery to the Government. The Request for Proposal will be issued under FAR Part 12, Acquisition of Commercial Items. The estimated date of issue is 10 Jul 02. Deliveries are FOB destination. The Government contemplates this solicitation will result in the award of a 5 year Indef inite Delivery Indefinite Quantity contract with a minimum quantity of 1 each and a maximum quantity of 1600 each. A minimum guaranteed quantity of 101 each will be ordered concurrently with the award of the contract. The maximum order quantity for the e ntire contract will be 1600 each for the Electric Arc Welding Systems. This solicitation is issued under full and open competition. To be eligible for award, offerors must be invited to participate in a reverse auction; the on-line auction will be used to determine contract award. The Reverse Auction is a competitive, anonymous, on-line tool in which participants will submit a descending series of competitive price proposals. See Section L for details. The evaluation factor of Technical (Go/No Go) must be passed to be eligible/invited to participate in the reverse auction. Non-priced technical proposals will be used to qualify offerors for the reverse auction. The solicitation will be issued electronically in accordance with FAR 4.501, 5.102(a)(7) and 1 4.205-1(c); hardcopies will not be provided. Vendors wishing an electronic copy may download it on or after the issue date by accessing the following address via the Internet: https://aais.ria.army.mil/aais/SOLINFO/index.htm CAUTION: This solicitation will be issued electronically as will any amendments thereto. The Government is under no obligation (and is in fact unable) to maintain a bidders mailing list. It is incumbent upon any interested parties to periodically monitor the above Internet address to obtain any amendments. Failure to obtain any said amendments and to respond to them prior to the date and time set for bid opening/receipt of proposals may render your bid or proposal nonresponsive and result in its rejectio n.
