- Description
- NASA/GRC plans to issue a Request for Proposal (RFP)] for studies identified as: Task 1:Parametric Studies with Two-Dimensional Model, and Task 2: Two-and Three-Dimensional Model Tracer Studies. Options may be ordered for Tasks 3: Parametric Studies with Two-Dimensional Model - Phase II, Task 4: Two-and Three-Dimensional Model Tracer Studies - Phase II, Task 5: Three-dimensional modeling studies (full chemistry) - Phase I, Task 6: Parametric Studies with Two-Dimensional Model - Phase III, and Task 7: Three-dimensional modeling studies (full chemistry) - Phase II. The period of performance for this efforts shall not exceed four years from the effective date of the contract. Options will be determined by the Government if funds are available and work is satisfactory. NASA/GRC intends to purchase the items from the University of Illinois Urbana under the authority of 10 U.S.C. 2304(c)(1) Only one responsible source and no other supplies or services will satisfy agency requirements. The Government does not intend to acquire a commercial item using FAR Part 12. See Note 26. See Note 25. See note 22. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on July 12, 2002. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice is solely within the discretion of the government. An Ombudsman has been appointed. See NASA Specific Note "B". All qualified responsible sources may submit an offer which shall be considered by the agency.
