Description
NASA/GSFC plans to issue a Request for Quotation, RFQ-972-78346-0000/721, on, or about, July 9, 2002 with quotes due back on, or about, July 18, 2002, for 1. One (1) each of a 20-Channel WGA interface unit for measuring water waves at 20 locations, Part Number WGA-20; and 2. Twenty (20) each of one-meter lengths of anodized wire for use with item one, Part Number WGAW-1. This procurement is being conducted under the Simplified Acquisition Procedures (SAP). NASA/GSFC intends to purchase the items from Quest Integrated Inc., of Kent, WA. Market Research revealed this to be the only product available to meet the goverments minimum requirements which are: 1. Device must be external to the wave tank and use wires small enough to fit into wave tank and measure wave elevations in a continuous manner that can be sampled by the goverment's digitizers at rates of up 200HZ. 2. Device must be able to use a wire of sub-millimeter diameter arranged vertically under tension for the elevation measurement, in order not to impede the wave motion or water/wind speeds within the tank. 3. Device must be able to measure 20 locations of wave elevation within the tank simultaneously without causing interference among the different location channels measuring elevation. The Authority for Other Than Full and Open Competition is found in 10 U.S.C. 2304 (c)(2). The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on July 9, 2002. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. OMBUDSMAN STATEMENT REQUIRED] An Ombudsman has been appointed. See NASA Specific Note "B".
