Description
NASA/GSFC plans to issue a Request for Proposal (RFP) for the Global Precipitation Measurement (GPM) External Interface Formulation Support to ensure that expert advice and effective support is available to the GPM Project for day-to-day interactions with NASDA. National Space Development Agency of Japan (NASDA) is a partner with NASA for Global Precipitation Measurement (GPM). The partnership arrangement calls for NASDA to provide a Dual Frequency Precipitation Radar (DPR) and launch services for the Primary GPM spacecraft. NASA's contribution to the partnership will include the Primary spacecraft bus, a microwave radiometer and integration of all instruments, including the DPR, onto the Primary spacecraft. Both countries will support the GPM Science Team. As the lead partner NASA has overall responsibility for planning and to ensure Program success. Engineering expertise and knowledge of the processes used by NASDA for technical developments is also required to ensure that correct interpretations are made for written and verbal communications between engineers and scientists in the U.S. and Japan. These technical communications will address science issues, instrument design, development, spacecraft integration and test, launch of the spacecraft, and the development of compatible ground data systems. The intent of this procuremet is to ensure expert advice and effective support is available to the GPM Project for day-to-day interactions with NASDA. This will assist in the effective management of the program and, ensure that accurate interfaces between NASA and NASDA elements are developed , and ensure that in all respects a mutually beneficial partnership is achieved between the U.S. and Japanese team members. The Government intends to acquire a commercial item using FAR Part 12. This procurement is a total small business set-aside. See Note 1. The NAICS Code and Size Standard are 56110 and $5.0M, respectively. The DPAS Rating for this procurement is DO-C9. The provisions and clauses in the RFP are those in effect through FAC 01-07. The anticipated release date of the RFP is on or about July 10, 2002 with an anticipated offer due date of on or about August 5, 2002. An ombudsman has been appointed -- See NASA Specific Note "B". The solicitation and any documents related to this procurement will be available over the Internet. These documents will be in Microsoft Office 97 format and will reside on a World Wide Web (WWW) server, which may be accessed using a WWW browser application.
